This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans (PLCY) Strategic Initiatives and Project Planning (SIPP).
The primary purpose of this position is to establish, revise, coordinate, implement, and advise on strategies, policies, and plans across component lines within DHS.
Non-BU: This is a non-bargaining unit position.
Duties
As a Policy Analyst, GS-0301-13, your typical work assignments may include:
Analyzing, developing, and reviewing a variety of technical reports submitted by DHS component and other agency officials that involve significant and complicated policy issues.
Assist with developing and interpreting guidance on related Issues based on the situation or need, and uses judgment and discretion in determining intent, and interpreting and revising existing policy and regulatory guidance.
Identifying and analyzing policy challenges within national security fora, the interagency, international organization, and foreign partners.
Analyzing and evaluating major aspects of substantive, mission-oriented operations and translates that into programmatic and policy recommendations.

Qualifications
Specialized Experience:
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as:
1) Applies qualitative and quantitative techniques for developing strategies, frameworks, and plans conducting strategic assessments across the homeland security mission areas.
(2) Knowledge of the legislative process, National security regulations, programs, missions, pertinent laws, and regulations that impact the policy formulation and oversight process to conduct studies and analyses of differing views relative to various policy options.
(3) Ability to communicate effectively, verbally and through written products and presentations, to make recommendations to decision-makers and to present specialized/technical material to nonspecialists and other analysts from related areas through decision memos, briefing memos, and slide decks.
Substitution of education in lieu of specialized experience may not be used for this grade level.
