This position is organizationally aligned under the Nursing Service at the Jesse Brown VA Medical Center, Chicago, IL. (537) - a Level lb Complexity VHA Facility. The primary purpose of the position is to provide management and program analysis support to the Nursing Service, Associate Chief Nurses, Assistant Chief Nurses and subordinate supervisors within the service.
Duties
MAJOR DUTIES
Supervisory Responsibilities 25% Responsible for the direct management of four (4) Time and Leave clerks. Ensures that all time and leave records are processed for Time and Leave units (T&L) in a timely manner by the Time and Leave clerks. Approves and certifies leave and premium pay requests. Must maintain extensive knowledge of time and leave rules and regulations for a variety of positions and pay plans such as Title 38 and Title 5 employees. Serves as the resource person for problems encountered by the time and leave clerks. Is responsible for checking accuracy and compliance for time and leave records.
Management and Program Analysis 25% Provides technical and overall administrative management for Nursing Service. This includes assisting the following services aligned under the Associate Director of Patient Care Services: Sterile Processing Service, Recreation Service and Respiratory Service which includes supervision of subordinate staff.
Budget, Fiscal and Contracting and Procurement 25% Identifies and performs routine liaison tasks to support the organizational planning process. Analyzes program, budgetary, and fiscal data and makes budget recommendations to management. Monitors expenditures and forecasts changes that require reprogramming of funds for assigned areas of responsibility. Reviews workload reports to ensure accuracy and compliance with organizational standards. Prepares and assembles charts, data reports, and narrative and statistical materials to support on-going organizational planning.
Quality/Productivity Program Administration/Coordination Work 25% Assists in providing guidance on routine aspects of tasks to support the administration of established quality and productivity programs for the Division and organization. Participates in developing short- and long-range goals related to the Division and organization's quality assurance plan.
Work Schedule: Monday to Friday 7:30a to 4:00p

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: At the GS-11 developmental level, knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). This level includes knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures to conduct studies of clerical work processes in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree? This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED)

Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of education at the Ph.D. level and experience.
PREFERRED EXPEREINCE: Data analysis, Microsoft Excel, Contracting, Equipment Inventory Management, Human Resource Principles.

Physical Requirements: The work requires mobility and relative physical efforts may be required. Manual dexterity is required in operation of personal computer and other office equipment.
