The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Material Control Section of the 11th Civil Engineer Squadron. Duties

Plans, organizes, and directs the activities of the Materiel Control Section, ensuring that material control and supply management complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the 11th Civil Engineer Squadron with a variety of installation and functional area organizations. Directs the Materiel Control Section that is responsible for stocking, storing, issuing, managing, inventorying, and inspecting DoD supplies and equipment for the base level civil engineer operations. Ensures the proper utilization of funding resources available to material control and provides critical operational oversight of expenditures in accordance with applicable laws, regulations, policies, and procedures.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug testing. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program (CON'TD)

  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Mangement Positions, Logistics Mangement Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of civil engineer materials and how they are used in construction maintenance and repair work is extremely important. A comprehensive knowledge of Civil Engineer (CE) workflow, experience with CE procedures, and work control methods is highly desirable. An in-depth knowledge of civil engineering, supply, contracting manuals and regulations dealing with inventory management, cataloging, acquisition, storage, issue and disposal Knowledge of safety and security regulations, practices, and procedures. A general knowledge of the automated management information systems, such as TRIRIGA, BCAS, and Standard Base Supply System (SBSS) is essential. Must be thoroughly familiar with all aspects of how the various interfaces affect logistics and funds records. A general knowledge of management techniques such as planning and organizing work, inventory management theory, logistics planning, and a basic knowledge of accounting and budgeting is highly desirable OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of civil engineer materials and how they are used in construction maintenance and repair work is extremely important. A comprehensive knowledge of Civil Engineer (CE) workflow, experience with CE procedures, and work control methods is highly desirable. 2. A general knowledge of management techniques such as planning and organizing work, inventory management theory, logistics planning, and a basic knowledge of accounting and budgeting is highly desirable. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. An in-depth knowledge of civil engineering, supply, contracting manuals and regulations dealing with inventory management, cataloging, acquisition, storage, issue and disposal. 6. A general knowledge of the automated management information systems, such as TRIRIGA, BCAS, and Standard Base Supply System (SBSS) is essential. Must be thoroughly familiar with all aspects of how the various interfaces affect logistics and funds records. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
