The Boiler Plant Supervisor directs all work activities covering a 24-hour, 7-day per week operation for the Boiler Plant. Supervises Boiler Plant employee's in the proper maintenance, repair and operations of the Boiler Plant and its associated machinery & equipment by providing general instructions, standard procedures, overall priorities, and policies.
Duties
Responsible for planning comprehensive programs for the operations, maintenance, repair and improvement of the Boiler Plant and Water Treatment Plant systems.
Establishes work schedules and plans to accomplish the mission of performing recurring and nonrecurring work to maintain each system in a dependable and efficient manner without disruption of vital services.
Plans use of subordinate workers, equipment, facilities, and materials on a day-to-day, week to-week or project-by-project basis.
Organizes and directs all assigned resources, determines operating and maintenance requirements, forecasts fuel supplies, materials and manpower requirements, schedules any equipment shut down for minimum interference of medical staff and patients, plans alterations and improvements to equipment which are in line with management goals and objectives.
Maintain long-range and short-range plans for equipment overhaul, updating or replacement. S/he must be able to evaluate the present conditions of the Boiler Plant and Water Treatment Plant and be able to plan future requirements in terms of expansion or changing Medical Center missions. S/he must be able to modify and install new systems to meet the increasing demands of the patients and Medical Center staff. This includes the designing, sizing and selection of equipment and materials to meet the requirements of specialized programs.
Maintain an updated plan for emergency back-up services for the Boiler Plant and Water Treatment Plant in case of permanent equipment failure. S/he plans all funding requirements for the operation and maintenance of the Boiler Plant and Water Treatment Plant. S/he must be able to justify budget requests and control all expenditures throughout the planning cycle to insure an efficient operation.
Prepares detailed job estimates, complete with itemized breakdown of type of labor and materials required. S/he coordinates the submittals and follow-up of all material purchases made.
Responsible for organizing subordinates into working units capable of performing productive work in their area of responsibility. S/he has responsibility for the execution of plans and operations of each unit.
Evaluates the operational and maintenance capabilities of the unit in terms of available manpower and materials to determine work priorities, objectives and assignments. S/he develops and implements plans for operational performance improvement.
Adjusts working schedules to maintain on-going shift schedules and changes. S/he inspects operating areas for work compliance and utilizes employees' skills to accomplish work in the most efficient manner.
Responsible for a full range of administrative duties including record keeping and supervisory personnel practices.
Responsible for preparation and submittal of daily, monthly and annual operational reports for each plant. S/he maintains daily logs of all plant operations and labor job timecards for each employee.
Set up and control documentation and operation guides on equipment, operating charts, temperatures, pressures, and various data record keeping systems.
Performs all supervisory functions including employee selections, promotions, grievances, disciplinary actions, and annual performance ratings.
Maintains time and attendance records for each employee and annual performance rating plans for each employee.
Conducts training programs to develop employees for positions requiring a higher degree of mechanical skill in order to have qualified personnel available at all times. S/he insures that employees are kept abreast of technical changes and improvements of each trade.
Performs a full range of administrative duties including, but not limited to, preparation of memoranda and inter-office communications. S/he prepares engineering reports, surveys and internal work control audits. S/he insures that all regulations, requirements and deficiencies are adhered to and corrected as identified by the following criteria: TJC, OSHA, EPA and VA regulations and requirements, local building codes and ordinances that affect general construction programs, maintenance programs, employee health and training, etc.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The incumbent must be in good physical condition, capable of responding to emergency situations. He/she must be capable of accessing all equipment locations in the boiler and water plants, operate valves and controls as needed, and be able to do any necessary bending, lifting, walking, climbing and other strenuous physical movements required by a boiler operator. The campus layout of this Medical Center requires walking considerable distances due to the proximity of building to the boiler and water plants.
Working Conditions: A portion of the incumbent's work is performed in an office environment, however, when required to operate and/or perform repairs, the incumbent may encounter ambient temperatures above 80 degrees Fahrenheit at all seasons of the year. He/she will be exposed to dust, dirt, soot, sewage, sludge and noise when cleaning, inspecting, repairing and operating the boilers and water treatment systems.
