Duties

The Associate Chief Counsel, Procedure and Administration located in Washington, DC, comprises approximately 100 attorneys and 80 support personnel. The primary work areas provide legal services in federal tax procedure and administration. The office's responsibilities include legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, disclosure of Freedom of Information Act (FOIA) and Privacy Act matters, and judicial proceedings which include technical electronic discovery (eDiscovery) litigation support. As a Publications and Regulations Specialist you will: Provide publishing services on regulation and other legal documents Prepare forms and other materials required by Federal administrative laws Schedule public hearings Attend public hearings to provide in-person support Prepare correction notices and amendments to previously published tax regulations for inclusion in the Federal Register and Code of Federal Regulations This is not an all-inclusive list.

For GS-9: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Assisting office staff in preparing documents and other materials required by policy and/or regulation; scheduling calendar meetings/hearings; preparing and correcting existing publications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-7). OR Education Substitution: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, in a related field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration or Public Administration; or an LL.B. or J.D. OR Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions. NOTE: If qualifying based on education, your transcripts will be required as part of your application package. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
