The Health System Specialist is the High Reliability Organization Lead and is organizationally aligned to and supervised by Chief of Education Service, who reports to the Medical Center Director within the Mann-Grandstaff Veterans Affairs Medical Center with the intent of developing an infrastructure for cultural change as the Veterans Health Administration (VHA) advances along the journey to full implementation of High Reliability.

Duties

Duties will include but are not limited to: Provide informatics, analytical, and business intelligence support to leadership and field managers. Extract data from Corporate Data Warehouses, existing systems and databases, and/or developing database applications, surveys, or other tools to collect required information and to update reports. Perform a variety of duties in a complex medical facility that is constantly evolving within a highly complex and competitive geographic area. Conduct analytical studies on particular operational processes, issue topics, or related special projects. Review and react to proposed legislation and/or regulation changes impacting the Health Care System in order to understand and anticipate the impact and respond accordingly. Evaluate, interpret, analyze, and present, in final form, all resource and workload data in support of the study. Serve as the Program Manager supporting new programs/initiatives that align with the journey to high reliability, which puts Veterans at the center of all processes, innovations, improvements, and changes. Work in partnership with the National Center for Patient Safety, Office of Systems Redesign, Chief, Education, Patient Safety Managers, and clinical leadership to ensure planning, coordinating, tracking, reporting, and communicating objectives to the various stakeholders both external and internal to the VA. Work Schedule: Monday-Friday, 7:00am-3:30pm Position Description Title/PD#: Health System Specialist/PD705650 Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, supplies, and papers. Work Environment: Work is performed in an office setting. Occasional light to moderate travel is required.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Individual Occupational Requirements (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0671 occupational series. All applicants, regardless of grade level must meet minimum education or specialized experience requirements. For this occupation, the education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement OR a bachelor's or graduate/higher level degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the IOR, you must also meet one of the following below. GS-11 grade level: One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: supporting executive leadership in coordinating, planning, implementing, and monitoring activities; possess effective leadership engagement in high reliability efforts; facilitate a robust patient safety program; demonstrate a culture of safety within the organization; implement and sustain continuous process improvement efforts. OR Applicants may substitute education for the experience required for the GS-11 level: Have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher-level graduate education leading to a doctoral degree in a field closely related to the duties of the position, or LL.M., if related. OR Applicants may also combine education and experience to qualify at the GS-11 level: Have some specialized experience equivalent to the GS-9 grade level but less than one year, and I have more than two years, but less than three years of graduate education. I have computed the percentage of these requirements that I meet, and the total is at least 100% for the GS-11 grade level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
