This position is the Health System Specialist (HSS) assigned to the Quality, Safety, and Value (QSV) Service to provide oversight over publications at the Mann-Grandstaff Veterans Affairs Medical Center (MGVAMC).
Duties
Manage Mann-Grandstaff Veterans Affairs Medical Center's (MGVAMC) policy and standard operating procedures (SOP) program and governance documents in accordance with VA, Veterans Health Administration (VHA), and VISN 20 policy, National Archives and Records Administration (NARA) and other applicable federal laws and regulations.
Administer, analyze, and perform work involved in establishing, disseminating, and managing MGVAMC policy and governance within the VA, VHA,and sharing National and VISN-level directives and policies with the station personnel.
Coordinate and assist with policy and governance formulation, advises executive level leadership and local management on policy and governance development to ensure compliance with federal and state laws governing policies and documents critical for healthcare administration.
Work directly with VISN and VHACO Policy Redesign Department to ensure MGVAMC is compliant with directives and laws.
Work with managers/supervisors to create strong policy documents, which may require research, analysis and interpretation of laws, accreditation manuals, and directives.
Safeguard Government information, such as archived documents, while supporting accountability and transparency.
Implement procedures to manage VHA policies and external policies that impact the operation of MGVAMC (which includes multiple community based outpatient clinics (CBOCs) and Rural Health Clinics).
Assist in the development of policies, processes, instructions, and procedures resulting in far reaching and precedent setting effective methods and initiatives to improve integration, more effective individual and collective performance, and standardized procedures across Health Care System operations.
Ensure control and life cycle of Policies and Procedures that are created and developed throughout the facility.
Provides expert advice and guidance to senior leaders and management concerning organizational policies and governance structure.
Perform other duties as assigned.
Work Schedule: Monday- Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Applicant's must meet the following Individual Occupational Requirements (IOR):
All applicants, regardless of grade level must meet minimum education or specialized experience requirements. For this occupation, the education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems
Regulations and standards of various regulatory and credentialing groups
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
OR
Have a bachelor's or graduate/higher level degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Specialized Experience for the GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: administer, analyze, and perform work involved in establishing, disseminating, and managing policy and directives critical for healthcare administration; assist in the development of policies, processes, instructions, and procedures resulting standardized operations; respond to information requests, inquiries, and complaints and initiates investigations and evaluations of facility operations to identify and recommend solutions to specific and systemic problems.

Education (TRANSCRIPTS REQUIRED): Have successfully completed Ph.D. or equivalent doctoral degree, or, 3 full years of progressively higher-level graduate education leading to such a degree, or, LL.M., that is related to knowledge, skills, and abilities of the position being filled. OR
Combination: Experience and Education (TRANSCRIPTS REQUIRED): I have some specialized experience equivalent to the GS-9 grade level but less than one year, AND I have more than two years, but less than three years of graduate education. I have computed the percentage of these requirements that I meet, and the total is at least 100% for the GS-11 grade level. NOTE: Transcripts must be submitted with application. Physical Requirements: There are no unusual physical demands. Sitting, standing, listening, talking, working at a computer, and on the phone are the primary activities.
Work Conditions: The work is performed in an office setting. Incumbent is required to perform policy walk- throughs and crosswalks throughout the facility, travel to surrounding CBOCs, and visit local business associate's places of business.
