You will serve as a TELECOMMUNICATION SPECIALIST in the EXECUTIVE SUPPORT STAFFE, SECURITY OFFICE, or TECHNICAL DIVISION of NORFOLK NAVAL SHIPYARD.
Duties
You will provide telecommunications program oversight involving using sound technical knowledge as it relates to specific elements of electronics and communications systems to a general set of requirements.
You will evaluate the inter-relationships between existing electronics and communication equipment, circuits, automated switches, operating protocols and characteristics and equipment control systems.
You will coordinate requests and requirements for specialized communication systems, radios, access control systems, and intrusion detection systems.
You will make accommodations and recommendations to resolve conflicting system requirements and developing procedures to cover multiple communications objectives, between ships, submarines, security personnel and the installations staff.
You will serve as the technical expert on committees and working groups to help identify and resolve applicable electronic and communications issues.
You will be responsible for planning and implementing electronic and communications installation involving a variety of available equipment, services, security methods and operating techniques.
You will control and coordinate segments of the electromagnetic frequency spectrum allocated to the Shipyard for long-term and short-term use.
You will be evaluating power levels, adjacent frequency interference, Emitter Radio Frequency Radiating characteristics, antenna gain/evaluation and shared frequency considerations.
You will maintain frequency management education program to inform the appropriate personnel of the availability of frequency management guidance and the need for coordinating communications.
You will install, groom, and maintain back-up power to support operations in the event of loss of primary power.
You will evaluate existing shipyard radio assets to assist shops/codes with requirements to maintain/repair broken equipment.
You will work with other agencies to develop and implement telecommunications systems for mutual benefit.
Requirements

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for a TELECOMMUNICATION SPECIALIST, GS-0391-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience and knowledge of specific elements of electronic and communications systems to a general set of requirements.
Experience in evaluating the inter-relationships between existing electronic and communication equipment, circuits, automated switches, operating protocols and characteristics and equipment control systems, with the inter-connectability and inter-operability of new equipment, switches, circuits and software that may differ in kind from those presently in use.
Experience planning and implementing electronic and communications installation involving a variety of available equipment, services, security methods and operating techniques.
Experience using automated switches, packet switching systems, control devices and transmission methods to link several communication devices to perform specific duties.
To qualify for a TELECOMMUNICATION SPECIALIST, GS-0391-09, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience and knowledge of specific elements of electronic and communications systems to a general set of requirements.
Experience in evaluating the inter-relationships between existing electronic and communication equipment, circuits, automated switches, operating protocols and characteristics and equipment control systems, with the interconnectability and inter-operability of new equipment, switches, circuits and software that may differ in kind from those presently in use.
Experience planning and implementing electronic and communications installation involving a variety of available equipment, services, security methods and operating techniques.
Experience using automated switches, packet switching systems, control devices and transmission methods to link several communication devices to perform specific duties.

Ph.D. or equivalent doctoral degree OR
3 full years of progressively higher-level graduate education leading to such a degree OR

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Master's or equivalent graduate degree OR
2 full years of progressively higher-level graduate education leading to such a degree OR
LL.B. or J.D., if related
