The primary purpose of this position is to independently perform a wide range of material handling and heavy capacity fork lift operating duties for Air Mobility (AMC) strategic Aerial Port Squadrons, supporting the United Transportation Command's global cargo movement requirements. Responsibilities include receiving, storing, selecting, shipping, pickup, and delivery of general, oversized, or specialized bulk materials and equipment.

Duties

Independently performs a wide range of warehousing duties, to include receiving, storing, issuing, shipping. Operates electric, gasoline, LPG, or diesel powered fork lift trucks capable of lifting loads weighing up to 50K pounds higher than 168 inches. Secures hazardous, and non-hazardous cargo prior to shipment. Drives one or more types of trucks such as pickup, panel, and flatbed trucks, which typically have a gross vehicle weight of 10,000 pounds or less, on public roads at highway speeds. Utilizes safety practices and procedures, complies with established safety rules and regulations, and maintains a safe, clean, and secure work environment.

  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900 Warehousing and Stock Handling Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-6907 MATERIALS HANDLER (FORK LIFT/MOTOR VEHICLE OPERATOR) more than normal without supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of accepted warehousing methods, procedures, and material handling techniques; sufficient to receive, store, issue, ship, pickup, deliver, preserve and account for general, oversized, or specialized bulk materials and equipment. 2. Knowledge and skill to safely operate one or more electric, gasoline, diesel, or LPG powered fork lift trucks with a capacity of up to 50,000 pounds, sufficient to handle controls for starting, stopping, backing, lifting, lowering, and tilting; the ability to maneuver bulky material both inside and outside in rough or muddy terrain and in places where there is little room to stack or maneuver, and the ability to accurately gauge height, length, width, and weight of a load and determine proper warehousing/storage location. 3. Knowledge of transportation policies and procedures and safety rules and regulations. 4. Skill in the use of automated material processing equipment and systems to include computer terminals, optical readers and scanners. 5. Ability to adhere to transportation protective service procedures and follow specialized preservation, handling, and storage procedures when securing and protecting hazardous or specialty cargo such as munitions, explosives and toxic materials. 6. Ability to safely drive and operate a motor vehicle sufficient to manipulate controls for starting, stopping, backing, and driving vehicles in all types of traffic and road conditions and in judging overhead, side clearance, turning radius, and braking distance. Physical Effort Works on hard surfaces and in work areas that require standing, stooping, bending, and working in tiring and uncomfortable positions. May lift and carry weights up to 40 pounds. May handle heavier items with weight lifting equipment or with assistance from other workers. Work requires moderate physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls while driving, raising, lowering, and tilting fork lift trucks. Subject to possible strain caused by vibration while operating large capacity fork lift trucks outside and over rough terrain. Occasionally may be required to make limited emergency repairs on vehicles, such as changing a flat tire. Working Conditions Work is done inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes, bruises, and broken bones may result from shifting loads, toppling stacks, fork lift truck's overturning, falling objects, or accidents with other moving equipment. May be exposed to dust, dirt, grease, solvents, and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards, or chemical fumes while working in a hazardous materials area. May be required to wear protective clothing, such as hard hats, steel toed shoes, rubber gloves, masks, and rubber aprons. Drives motor vehicles in all types of traffic and weather conditions on public roads and are exposed to the danger of serious accidents. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
