Duties
Providing advice and counsel on all phases of appropriate fund budgeting, to include the planning, formulation, justification, presentation, execution, and review of organizations budget.
Manage and maintain GFEBS assigned accounts.
Apply the concepts, principles and practices of the planning, programming, budgeting and execution system (PPBES) in developing a budget.
Analyze and interpret financial trends in resource utilization to anticipate reprogramming efforts needed or corrective action required to prepare, support, and present supplemental fund requests for higher approval.
Monitor the execution of those portions of assigned organizations budget throughout the process of budget formulation and presentation.
Participate in the review, development, and revision of activity operating programs, projects, and budget submission.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May require a Three year trial/probationary period required.
- Position requires incumbent to obtain and maintain a security clearance at the Secret level.
- This position is a Financial Management Level 2 Certified position.
- This position requires business travel (TDY) to other duty locations 10% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify for the DE-03 level, all applicants must possess at least one full year of specialized experience which includes: 1) Participating in budget and program reviews to determine progress against approved funding, schedules and/or objectives; 2) Analyzing budget submissions and financial data such as obligation and expenditure rates to support budget decisions; 3) Monitoring the execution of budgets utilizing automated finance systems. This definition of specialized experience is typical of work performed at the next lower grade/level (DE-02/GS-12) position or equivalent.
