Duties

This Training Instructor position is located Training and Development/TSA Canine Training Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Evaluates potential canines for direct or indirect procurement by Canine Training Center. Determines positive and negative behavioral attributes and environmental issues associated with statements of work. Arranges the logistics of the assessment, determines adjustments to the local procurement location to validate the testing procedures. Identifies and develops processes for training and evaluating explosives detection and passenger screening canines from initial through advance levels of explosives detection and passenger screening training. Conducts assessments and certifications of handlers, canines, and canine teams at Canine Training Center and throughout the TSA Canine Program. Schedules required role players, areas, and canine explosives training aids for all progress checks, performance tests, and evaluation activities. Evaluating canine teams for the TSA; arranging the logistics of the evaluation, assesses conditions of environment to create best scenarios and complex exercises to measure performance of canine teams; observing and evaluating the canines and handlers, identifying any deficiencies which hamper their effectiveness. Developing complex scenario-based training exercises; develops, drafts and reviews comprehensive written reports to document evaluations, re-evaluations and training missions of explosives detection canine teams in support of the TSA Canine Program. Develops lesson plans, handout materials, operational exercises, and other training aides. Updates and recommends changes in course contents, and instructional methods or techniques in order to improve courses or reflect new developments in the field of canine behavior or explosives detection. Developing and identifying processes for training and evaluating explosives detection canines from initial through advance levels of explosives detection training. Evaluates potential canines for direct or indirect procurement by Canine Training Center. Determines positive and negative behavioral attributes and environmental issues associated with statements of work. Arranges the logistics of the assessment, determines adjustments to the local procurement location to validate the testing procedures. Identifies and develops processes for training and evaluating explosives detection and passenger screening canines from initial through advance levels of explosives detection and passenger screening training. Conducts assessments and certifications of handlers, canines, and canine teams at Canine Training Center and throughout the TSA Canine Program. Schedules required role players, areas, and canine explosives training aids for all progress checks, performance tests, and evaluation activities. The duties are at the full SV-I performance level. Typically, the lower pay bands (G/H Band) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Requirements

Qualifications

To qualify at the SV-G (GS-11) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-F (GS-9) in the Federal service. Specialized experience MUST include all the following: - Providing training assistance on basic canine training techniques (e.g. basic obedience, operational style searches and canine socialization). OR - Ph.D. OR - Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position. To qualify at the SV-H (GS-12) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-G (GS-11) in the Federal service. Specialized experience MUST include all the following: - Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the canine training field; and - Reviewing canine training program course materials, aids, devices and evaluating canine training program performance. To qualify at the SV-I (GS-13) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-H (GS-12) in the Federal service. Specialized experience MUST include all the following: - Administering a canine training program (e.g., canine explosives detection and passenger screening); and - Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the canine training field; and - Developing canine training program course materials, aids, devices and evaluating canine training program performance. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Experience

This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled.
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
