Duties
This Supervisory Training Instructor position is located Training and Development, TSA Canine Training Center (CTC), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Overseeing the Transportation Security Administration (TSA), Canine Training Center (CTC).
Designs, develops, revises, and instructs complex subject matter to ensure the effective and efficient delivery of basic and advanced canine training programs that
meets the goals and objectives of T&D and the National Explosives Detection Canine
Team Program (NEDCTP).
Establishing and maintaining collaborative relationships with multiple law enforcement
organizations, Department of Defense personnel, and private industry at all levels, in support of Training & Developing (T&D) goals and objectives.
Developing clear, concise, and organized written reports and analysis; attending instructor development training, periodically, to include adult education, various instructional methods, as well as specialized training in the key subject areas; conducting assessments and certification evaluations of handlers and canine teams.
Supervises, plans, and/or organizes team efforts to persuade management officials
to accept and implement recommendations involving substantial TSA resources (fiscal/facilities/personnel); conducts research and development in new training
technologies and leads the implementation of best value technologies and functionalities.
Establishes and maintains collaborative relationships with multiple law enforcement organizations at all levels in support of canine programs/teams within those organizations.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Designing, developing, and conducting canine team training from an initial through an advance level; AND
Overseeing matters related to the training and evaluation of canine handlers and explosives detection canines; AND
Familiarity with overall canine health and welfare and in training canines for advance obedience, agility and socialization.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
