You will serve as a Supervisory IT Specialist (SYSANALYSIS) in the Engineering Department of NAVWARSYSCEN ATLANTIC CHARLESTON SC.
Duties
You will provide cognizance and leadership over software development, software integration, and IT service management efforts within NIWC LANT.
You will assist the Competency Manager in the development and implementation of a workforce that addresses competency needs in the areas of people, processes, and tools.
You will apply analytical processes in the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations.
You will conduct supervisory duties including administration of time and attendance, travel, performance assessment, and other personnel matters.
You will conduct resource planning, budget preparation and execution, and workforce training, development, and mentoring.
You will develop plans and make oral and written presentations to various interested personnel on competency-related matters.
You will focus on the efficient and effective use of competency practices, tools and processes, continuous process improvement, and the collective technical proficiency of the workforce.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 641 level Advanced within 12 months of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 5.4 is the Software Engineering competency in a CAO organization, must demonstrate direct (non-supervisory) work aligned to the Software Engineering competency, skills in current Software development practices, specifically Agile methodologies and DevSecOps platforms, to lead "Software Engineering" competency practices, tools use, processes and continuous process improvement; with the ability to manage a workforce in a Competency Aligned Organization, to deliver complex products and services to customers.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
