Duties

As a Contract Specialist, you will be responsible for the following duties: Performs Pre-Award, other related acquisition functions, or any combination of aforementioned assignments in compliance with Federal Acquisition Regulation (FAR), (continued next line) (continued previous line) Department of Defense Federal Acquisition Regulation Supplement (DFARS), Defense Logistics Acquisition Directive (DLAD), and other applicable DoD/DLA issuances. Review and provide adequate higher-level reviews of lower-graded Contract Specialists. Serve as a warranted Contracting Officer. Expectations is to hold warrant level over TINA. Incumbent will be responsible for applying signature to final award documents to obligate DLA funds. Serves as resident expert in large purchase acquisitions, as well as executes large purchase requirements on behalf of the IST/Division. Demonstrated organizational skills to be able to work multiple procurement projects in different stages at once. Demonstrated communication skills to coordinate actions with peers, industry partners and senior leaders with attention to detail especially for senior leader and industry communications. Demonstrated knowledge of automated systems and programs to manipulate data using word processing, spreadsheet, database or networking software. Serves as focal point for IST/Division training. Assignments may include, but not limited to, identifying training needs, performing training and tracking results. Serves focal point for Procurement with responsibility for providing technical assistance and assuring Supplier Operations support for the assigned IST/Division. Manages assigned procurement actions; and leads, participates in or conducts trainings and special projects regarding plans, goals and initiatives involving or affecting procurement program requirements, implementation and/or surveillance. Develops training modules, input for training sessions, and both formal and informal written guidance to assist IST/Division contracting personnel in utilizing the most appropriate acquisition strategies and techniques. Issues instructions outlining techniques for processing contractual actions, establishes/maintains effective communication with Acquisition Specialists and encourages their solicitation of technical advice as deemed necessary. Conducts technical training for contracting personnel as required. Provides guidance to customers and vendors where major changes to requirements occur or other related conditions give rise to questions and/or complex difficulties. Discusses interpretation and application of DLA policies and procedures, isolates sources of problems, documents findings/conclusions, and presents recommendations for remedial action(s). (continued next line) (continued previous line) Negotiates remedies with affected parties and monitors their timely and complete implementation. Serves as the teams designated expert among customers, contractors and the IST/Division on matters relating to procurement and procurement policy. Analyzes, tracks, monitors, resolves, and reports on contract audits involving assigned acquisitions.

Qualifications

To qualify for a Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Soliciting and awarding contracts using FAR procedures. Working with acquisition laws, regulations, policies, and procedures at the Federal, DoD, agency, and local level. Preparing pre-award and post-award procurement documents, such as acquisition plans, pre­negotiation briefing memorandums, price negotiation memorandums, contract modifications, and related support documentation. Analyzing difficult contracting issues and identifying best alternative courses of action. Mentoring or training fellow associates on acquisition and/or professional topics Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
