This position is part of the Defense Security Cooperation Agency. The incumbent will lead a diverse team in implementing Security Cooperation (SC) programs. Responsibilities include coordinating complex policy solutions for effective SC implementation, collaborating with foreign allies on security cooperation initiatives, and guiding policy development.
Duties
As a Lead Security Cooperation Organization (SCO) Policy Analyst at the GS-0301-14 some of your typical work assignments may include:
Serve as a Policy Team Lead for the DSCS, which consists of military and civilian SCOs.
Lead the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization.
Initiate, direct, and coordinate the development, approval, and promulgation of DSCS-focused Department of Defense Directives, Instructions, and related documents.
Responsible for developing policies, procedures, and processes for managing, evaluating, and supporting a global SCO workforce for approval by DSCS and DSCA leadership.
Ensure that policy recommendations are staffed and assessed for feasibility and affordability and policy estimates are coordinated across DSCS and DSCA and presented to senior staff during these discussions.
Advise higher-level management officials of DoD and DSCA policy and programmatic impacts to the SC workforce, whether it creates gaps or redundancies and proposes manning mitigation strategies.
Lead major program studies with emphasis on assessing those programs that pertain to SC training and SCO country-unique mission sets and activities.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
leading a diverse team of individuals with experience in implementing Security Cooperation (SC) programs and activities; coordinating complex policy solutions necessary for effective (SC) implementation; implementing security cooperation programs and activity in collaboration with foreign allies and partners; leading policy development and coordination; analyzing new legislation, policies, and regulations and evaluating its impact on global Security Cooperation Organization (SCO) programs and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
