You will serve as a Accountant in the Accounting Division, Comptroller Department of FLEET READINESS CENTER SOUTHWEST.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will provide professional accounting assistance to the general accounting section head.
You will identify new and revised system requirements and potential shortfalls in the existing accounting system.
You will maintain, audit, analyze, report trends in and post adjustments to a highly complex series of general ledger records, together with subsidiary ledgers and registers for accounting system.
You will audit, analyze and report trends in actual leave and fringe benefit cost data and accelerated labor data to ensure the acceleration rates for such benefits are appropriate.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-09:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining, auditing, analyzing, reporting trends and posting adjustments to a complex general ledger records for accounting system; 2) Auditing leave and fringe benefit cost data and accelerated labor data to ensure rated for benefits are appropriate; 3) Analyzing accounting portion of Note Issuance Facility (NIF) accounting system in order to provide accurate and concise analytical data; 4) Developing financial reports, memorandums and other correspondence for the purpose of determining the impact of and planning for financial/budgetary and program changes.
GS-07:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Compiling, summarizing and analyzing financial and/or budgetary information related to an organization's financial programs; 2) Formulating, justifying and executing budgets 3) Analyzing financial and business operations to resolve problems; 4) Planning, developing and making presentations regarding complex financial matters; and 5) Developing financial reports, memorandums and other correspondence for the purpose of determining the impact of and planning for financial/budgetary and program changes.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.
FOR GS-07 and 09:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include
one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

For the GS-09:
Have successfully completed a master's or equivalent graduate degree. Such education must have provided the knowledge, skills, and abilities necessary to do the work.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree. Such education must have provided the knowledge, skills, and abilities necessary to do the work.
OR
Have a combination of experience and education as described above that equates to one year of experience.
For the GS-7:
Have one year of graduate-level education or superior academic achievement. Graduate education must have provided the knowledge, skills, and abilities necessary to do the work.
OR
Have a combination of experience and education as described above that equates to one year of experience.
