You will serve as a Staff Accountant in the Comptroller, Financial Management and Workload Operations Office of FLEET READINESS CENTER SOUTHWEST.
Duties
You will utilize comprehensive knowledge and understanding of accounting laws, regulations, policies, principles, theories, and techniques to perform accounting work in support of agency mission and financial program.
You will adapt standard accounting principles, theories, techniques and procedures to support assigned financial program requirements.
You will be responsible for gathering, assembling, consolidating, and analyzing financial data and drawing conclusions while utilizing Navy Enterprise Resource Planning (NERP) financial system.
You will prepare complex reports and technical briefings or presentations on various financial topics.
You will establish and maintain effective working relationships with and gain the cooperation with internal and external contacts.
You will use independent judgment to develop approaches and formulate new methods and policies in support of assigned financial program.
You will accomplish other duties as assigned.

- This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position requires uncommon tour of duty and may include weekend, nights, overtime, or holidays.
Qualifications
In addition to meeting basic/education requirements, your resume must demonstrate at least one year of specialized Accountant experience equivalent at the GS-11 Grade level or equivalent pay band in the Federal Service or equivalent experience in the private or public sector. Examples of specialized experience include the following duties: 1) Applying in-depth working knowledge of accounting laws, regulations, policies, principles, theories, and techniques to perform accounting work for operational programs systems and to analyze and advise managers on accounting and financial matters; (2) Adapting standard accounting principles, theories, techniques and procedures to support assigned program requirements; (3) Demonstrating job experience in gathering, assembling, consolidating, and analyzing financial data and drawing conclusions while utilizing financial systems (e.g. NERP, DIFMS, WCS, etc.); (4) Preparing complex reports and technical briefings or presentations on various financial topics; (5) Establishing and maintaining effective professional relationships with and gain the cooperation with internal and external contacts; and (6) Using independent judgment in developing approaches and formulating new methods and policies in support of assigned financial program.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
You have successfully completed a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Or
You have a combination of education and experience, which includes at least twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law AND have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
Or
You have a combination of education and experience - Certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination AND have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
Or
You have a combination of education and experience such as completing the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of above paragraph, provided that (a) you have successfully worked in an accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements. AND have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
