This position is located in the Office of the Deputy Secretary (ODS), Office of Non-Public Education (ONPE). ONPE is the liaison to the K-12 nonpublic school community, which includes independent, faith-based, and home schools. The mission of ONPE is to foster maximum participation of nonpublic school students and teachers in federal education programs and initiatives.

Qualifications
Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the GS-11
One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience managing administrative operations and responsibilities, including scheduling, travel arrangements, time and attendance, records management, correspondence and database management. 2. Experience providing administrative support related to the participation of nonpublic school, students and teachers in programs administered by the U.S. Department of Education. 3. Experience coordinating administrative and logistical support for meetings and national conferences with internal and external stakeholders, including nonpublic school officials. OREDUCATION (see EDUCATION SECTION of the vacancy announcement)OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade levelKnowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of the K-12 nonpublic school sector and U.S. Department of Education programs that provide benefits and services to nonpublic school students and teachers. 2. Knowledge of theory and principles of management and organization, including administrative practices and procedures of organizations, such as those pertaining to areas of responsibility, including time and attendance, travel, correspondence, and meeting and conference support. 3. Ability to effectively communicate orally and in written format in preparing responses to correspondence, presenting recommendations, engaging with stakeholders, coordinating efforts of the staff, and responding to inquiries.

Ph.D.
or
equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
or
A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
