Incumbent works in the Director of the Office of Small Business Programs (OSBP), Washington Headquarters Services (WHS) and reports directly to the OSBP Director. Assist the OSBP Director in managing the Small Business Program at WHS ensuring small businesses achieve maximum practical participation in WHS' acquisitions.

Incumbents typical work assignments may include the following:
Provides guidance and support on small business matters to members of the WHS acquisition Directorate and customers receiving WHS acquisition support.
Assists in managing and monitoring assigned small business program activities as they relate to regulatory-statutory compliance, the processing of requests for approvals and authorities, and the establishment of policy and program guidance.
Conducts research and provides assistance in making recommendations as appropriate on procurement actions or interpretation of related and unrelated issues.
Contributes to the development and implementation of small business education and training.
Monitors the review of prime contractors' subcontracting plans and provides assistance to contracting officers in monitoring contractor performance.

- The incumbent must continuously qualify for an unlimited Contracting Officer warrant and exhibit the knowledge, judgment and temperament associated with that position of responsibility.
- In accordance with the provisions of OGE FS 450, the incumbent of this position is required to submit initial and annual confidential statements of affiliations and financial interests.
- This position requires the incumbent to possess and continuously maintain the DAWIA Level II certification in contracting to include satisfying the requirement for eighty hours of continuous learning credits each two-year period.

This recruitment provides promotion opportunity to a full-performance GS-12 level without further competition when selectee is eligible and recommended by management. However promotion is not guaranteed and no promise of a promotion is implied.
Basic requirement grades 5 through 12:
A 4-year course of study leading to a bachelor's degree with a major in any field;
or
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
Assisting with the review of procurement activities to ensure compliance with federal acquisition regulations or organizational policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
You must have completed two full years of progressively higher level graduate education, or Master's or equivalent graduate degree or LL.B. or J.D.
NOTE: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Note: For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
