Duties
This position is a developmental GS-11 Target 12 position. This position may be filled at the GS-11 or GS-12 grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
Plans/develops/executes Institutional Advancement plans, programs, and initiatives.
Plans and supports AFIT outreach activities.
Develops and maintains alumni relations.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. Your resume must clearly describe your relevant experience; if qualifying based on education or education is a basic requirement, your transcripts will be required as part of your application.
Basic Qualifications: Successful completion of a degree from an accredited college or university that included or was supplemented by major study in Education or in Business or Marketing or related field of study.

Combination of education and experience -- courses equivalent to a major in Education, or Business or Marketing or related field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
AND
GS-11 Grade Level Additional Requirement:
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-09) level or equivalent pay band or equivalent in other pay system. Examples of specialized experience include: Developing marketing products to facilitate organizational strategic communications & messaging with various external and internal stakeholders. Experience with web sites, social media, promotional videos, brochures, and newsletters. (e.g. designing, procuring, and distributing promotional items.) Promoting, planning, and coordinating outreach activities by developing and recommending strategic and annual outreach goals. Leading participation in local and regional community events. Planning and helping develop exhibits and other materials to showcase an organization (e.g., schools and programs), for sponsors and leadership at various conferences and meetings. Developing processes and mechanisms needed for accurate tracking and contacting alumni, through their lifetime. Maintain or operating alumni management systems.

EDUCATION:
Possess a PhD or equivalent doctoral degree OR successfully completed three full years of progressively higher graduate level education leading to a PhD, or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

COMBINATION OF EDUCATION AND SPECIALIZED EXPERIENCE:
Possess a combination of specialized experience and education that when combined equals 100% of the qualification's requirement.
GS-12 Grade Level Additional Requirement:
At least one (1) year of specialized experience at the next lower grade (GS-11) level or equivalent pay band or equivalent in other pay system. Examples of specialized experience include: Applying knowledge of graduate or professional continuing education products, services, operations, planning and production methods in order to identify potential opportunities to quantify customer requirements. Developing and implementing long term partnerships with alumni, industry, and other Governmental agencies where little or no precedent exists. Applying analytical and evaluative methods accompanied by a thorough understanding of how marketing and communication programs are administered in order to select and apply appropriate program evaluation and measurement techniques to ensure compliance with pertinent rules and regulations. Developing and/or presenting information in an adult learning or consultation environment (e.g. professional continuing education, college/university instruction, lessons-learned presentations, specialized techniques/process training, or professional advice/guidance to leadership, staff, and alumni regarding institutional advancement and activities).
NOTE: Due to the use of 120-day rosters, this period of specialized experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS AT GS-11 GRADE LEVEL: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS AT THE GS-12 GRADE LEVEL: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge, understanding and familiarity of a wide range of advanced academic education and professional continuing education structures, management policies, concepts, practices and principles. Ability to establish and maintain effective collaborative relationships with, and gain the confidence and cooperation of alumni, faculty, staff, students, and a variety of external partners and stakeholders.
Knowledge of policies, practices, requirements, resources and administration of advancement activities at higher education institutions. Skill in the use of both relational database tools and modern commercial information systems of the type commonly used at colleges and universities, to support their institutional advancement programs. Able to generate reports from databases, desktop publishing and proficiency in MS Word, Excel, Access and PowerPoint.
Knowledge of curricular programs and the interrelationships among such programs, in order to plan effective institutional advancement programs and activities. Skill in communication management, strategic communications, desktop publishing and design, and electronic and print materials production.
Ability to plan, develop and manage the execution of programs and activities, including managing associated resources.
Ability to effectively communicate, both in written/graphic form and orally, with students, faculty and staff across the Institute, as well as with alumni and other external stakeholders.
Ability to work independently and cooperatively, manage multiple tasks, maintain accurate records and organize and prioritize tasks. Basic skill in photography.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
