The primary purpose of this position is to exercise first level supervisory and managerial authorities over the Department of Systems and Software Engineering Management of the School of Systems and Logistics, Air Force Institute of Technology.
Duties
Plans, organizes, and directs the activities of the Department of Systems and Software Engineering Management, ensuring the department complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents AFIT School of Systems and Logistics with a variety of installation and functional area organizations.

This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally.

Individual Occupational Requirements
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Working in one or more systems or software engineering or technical project management areas that includes planning, programming, design, construction, and sustainment with major emphasis on quantitative methods, engineering considerations, and management. Using a full range of Engineering management techniques in order to meet the legislative standards for providing accurate instruction to new, mid-level and advanced engineering specialists. Providing formal or informal performance feedback. Planning, organizing, and presenting information, courseware, lessons-learned, techniques, advice or guidance to groups of peers or near-peers in an adult learning environment such as teaching live classroom and/ or web-based delivery classes in an academic environment, or presenting at conferences, symposia, "brown bags," or similar forum. YOUR RESUME MUST SHOW EVIDENCE OF BOTH ENGINEERING MANAGEMENT AND TEACHING/INSTRUCTING.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. A bachelor's degree in engineering or an equivalent scientific field to systems and software engineering management is required, an advanced degree is highly desired.
2. Knowledge of professional principles, practices, techniques, and procedures of systems and software engineering management and education to effectively perform supervisory functions associated with education development, execution, training, and advisory services in systems engineering, risk management, software engineering, cyber vulnerabilities, and related technical disciplines. A mastery of systems engineering management functions, processes and techniques.
3. Expert knowledge of the educational processes and the ability to direct the development of curriculum to meet customer's requirements. Must demonstrate initiative and originality in formulating educational policies and procedures where none exist.
4. Incumbent must have outstanding academic and managerial experience and competence, must be a recognized leader in the systems engineering management field and have the ability to judge Department of the Air Force, Department of Defense, and national educational needs in relations to capabilities and limitations.
5. Knowledge of safety and security regulations, practices, and procedures.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the faculty and staff of the department.
7. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
