You will serve as a EQUAL EMPLOYMENT SPECIALIST in the EQUAL EMPLOYMENT OFFICE of MARINE CORPS BASE.

Duties

You will oversee the administration of the Disability Program, including data collection and analysis, reporting, planning, monitoring and evaluation. You will ensure that the Disability Program and Reasonable Accommodation (RA) Program are in compliance with all benchmarks, elements and guidelines, contributing to the maintenance of a model Equal Employment Opportunity (EEO) Program. You will provide reasonable accommodation to employees and applicants with disabilities to include communication and implementation of policies for the processing of reasonable accommodation requests. You will assist the Human Resources Office and Agency Counsel in providing advice to the management officials when the activity level job search fails to identify any vacant positions for placement of an employee who cannot be accommodated. You will provide technical advice and guidance to senior level executives, managers, supervisors, and other agency personnel on discrimination complaint matters. You will provide guidance and support to management on the resolution of EEO complaints. You will resolve disputes at the lowest possible level, to include sometimes precedent-setting issues. You will conduct pre-complaint counseling with employees, applicants and former employees, inquiring into the specific incidents and activities identified by the aggrieved person. You will interview witnesses (including management officials). You will review and recommend risk mitigation actions to correct or enhance identified programs and practices. You will regularly update the Complaints system with required data and documentation for all assigned caseloads. You will be responsible for studying, developing, and distributing, to the workforce and fellow staff members, educational materials related to the culture and challenges of assigned constituency. You will provide narrative analysis of data, reports, and surveys for various employment aspects of assigned constituency. You will prepare statistical and narrative reports on complaint status and timeliness, predominate bases and issues raised, and other aspects of EEO complaint processing. You will provide such information to the Complaints Manager and Deputy EEO Officer as requested.

Requirements

  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • You will be required to possess and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete the Basic EEO Counselor Course within 12 months of entrance on duty.

Qualifications

GS-11: I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector analyzing information developed by the EEO complaint processing system, identification of trends, broad problems, and making recommendations for solutions. GS-09: I have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector assisting with the administration of the EEO program with compiling, reporting, and fact-finding resolutions to EEO complaint processing systems. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
  • I have successfully completed a Ph.D. or equivalent doctoral degree OR
  • I have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree OR

  • I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

GS-09:

  • I have successfully completed 2 full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree OR
