With an emphasis on high ethical standards, excellence in public service and the delivery of superlative advice and counsel, our Office performs the legal work for the US Department of the Interior, and manages the Departmental Ethics Office and Departmental FOIA Office. With more than 500 total employees, more than 400 of which are licensed attorneys, the Office strives to provide sound legal services to fulfill the Department's diverse and wide-ranging mission.
Duties
As a Human Resource Specialist with the Department of the Interior, Office of the Solicitor, Division of Administration, Branch of Administrative Operations and Planning, located in Washington, DC your specific duties will include:
Serve as a recognized expert on diversity, equity, inclusion, and accessibility, including providing briefings, presentations, and training sessions to raise awareness on the impact of diversity and inclusion on the Federal workforce.
Provide guidance, advice, and support to senior leaders and internal stakeholders across multiple areas on DEIA program development, implementation, outreach, learning and development, and reporting.
Create and implement DEIA strategies to attract and retain talented employees, globally; review survey results, implement metrics to measure performance, and develop action plans and objectives that continuously foster active engagement, participation and internal communication efforts.
Lead the planning and execution of diversity and inclusion-focused programs and events related to professional development and training, affinity network, and heritage month events.
Designs, develops, implements, and assesses complex customer-focused HR programs, policies, and initiatives. Research best practices and assesses their applicability to SOL programs, leading or participating in project teams and coordinating with external contacts as needed.
Leads interdisciplinary teams on initiatives related to cultural change, reengineering, strategic planning, and diversity management. Acts as a primary liaison with DOI and other bureaus/offices on strategic initiatives.
Salary Range Information:
GS-14: Step 1 -$139,395 to Step 10- $181,216
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year (52 weeks) of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Advising HR leadership on the implications of new legislation and policy changes, successfully translating requirements into actionable HR strategies; AND
2. Identifying and implementing metrics to measure performance, including developing action plans and setting DEIA goals and objectives to continuously foster engagement; AND
3. Serving as the Lead (formal or informal) for a human resources operational function, policy area, or team of other HR staff.
