About the Position: This position is with the Joint Munitions Command located at McAlester Army Ammunition Plant. This position serves as a Safety and Occupational Health Specialist, responsible for managing a program designed to mitigate hazards that cause injuries to personnel and damage to property within the occupational environment.

Duties

This developmental position will be filled at the GS-09 or GS-11 level. The GS-09 performs assignments under close supervision, with tasks becoming progressively more challenging. The full performance GS-11 will perform the following duties: Conduct safety and occupational health surveys, recommending measures to mitigate hazardous practices and conditions. Ensure compliance and enforcement of safety and occupational health subprograms. Review and monitor construction plans to ensure compliance with safety codes and standards. Develop specialized operating practices based on interpretation of policies, standards, and regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Position is designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening and random testing.
  • This position is a Domestic Violence Offender Gun Ban commonly referred to as Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
  • This position requires an Arms, Ammunition, and Explosives (AAE) Security Certification/Screening in accordance AR 190-11.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement for the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Specialized Experience: One year of specialized experience which includes experience preparing formal training materials to communicate standard safety and occupational health techniques to participants; providing guidance to supervisors and employees on safety and occupational health standards within operational environments; inspecting environmental conditions to identify hazards; inspecting employee performance patterns to identify hazards; and identifying elements contributing to human and machine failure that lead to injury or property damage. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
