This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) and Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a subject matter expert for a wide range of safety and occupational health concepts, principles and practices involved in planning, organizing, directing, operating and evaluation of a safety and occupational health program.

Duties

Conduct accident and mishap investigations in all areas for which the installation is responsible, as required by service regulations and requirements. Analyze and evaluate accident/mishap reports and performs comprehensive job analyses to control and minimize hazardous conditions. Coordinate with other installation offices regarding occupational health matters affecting installation personnel. Ensure compliance and enforcement of various safety and occupational health subprograms. Review plans and specifications for new construction, building alterations, and/or changes in installation equipment, and monitors project through completion, to ensure compliance with safety codes and standards. Develop specialized operating practices based on interpretation of policies, standards, and regulations. Develop and implement training to promote safety awareness through safety councils.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by Federal and Department of the Army Drug Free Workplace Programs and subjected to a pre-employment screening and random testing based on reasonable suspicion and testing due to direct involvement with an on duty accident.
  • This position requires you to obtain and maintain an Arms, Ammunition and Explosives Security Certification Screening.
  • This position is deemed as Emergency Essential: "A civilian position located overseas or that would be transferred overseas during a crisis situation".
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment and bans individuals from possession or access to firearms or ammunition.
  • Work occasionally requires travel away from the normal duty station.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document GS-11 Specialized Experience: One year of specialized experience which includes: Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; and training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
