THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a AIRMAN AND FAMILY READINESS SPECIALIST (TITLE 5), Position Description Number T5303P01 and is part of the NC ANG, National Guard (145th FSS / PN 1076231).

Duties

As a AIRMAN and FAMILY READINESS SPECIALIST, GS-0301-09, you will assist the Air National Guard Wing leadership in the development and implementation of a family readiness and support program to include Personal and Family Life Education services, Airman and Family Readiness Deployment Support, Personal Financial Readiness services, Employment Assistance, Military Child/Youth Program and Education, Transition Assistance Program - Title 32 and 10 funding, Wounded, Ill, and Injured Warrior/member and or family member, Disaster Preparedness - EFAC/AFPAAS, Relocation Assistance Program, Exceptional Family Member Program (EFMP), Community Outreach and Cooperative Interface, Voting Assistance Program, and Educates on Survivor Benefit Plan at the unit level and provides family readiness assistance at the GSUs; provide advice and assistance to the unit leadership in identifying and addressing family issues and demographic trends, which impact mission readiness and retention; identify Wing family needs and concerns and presents appropriate plans, and recommendations to facilitate family readiness and support decisions; ensure all recommendations are in accordance with applicable guidelines, policies, and regulations; provide plans for an efficient resource management program and maximum support of service delivery to include resource center (discovery center), equipment, funding, tracking, and computerized systems - AFFIRST, etc. provide advice and assistance to accommodate family needs during full or partial unit mobilizations and to alleviate concern of unit members about family welfare in the event of mobilization; provide full services during full or partial federal or state mobilizations, call-ups, and/or military support missions; provide plans that maximize readiness and support resources for unit family member assistance during day-to-day operations and especially for Aerospace Expeditionary Force (AEF) deployments and full or partial unit mobilizations; assess, identifies, and determines Wing/GSU family issues, trends, needs, program priorities, and program effectiveness through utilization of appropriate research methods and resources; analyze ongoing family Wing/GSU services evaluation program and provides recommendations to resolve problems of overlap, duplication or conflict and to ensure effective goals and objectives are accomplished; identify service member and family issues that require exploration, development, and resolutions, and determines appropriate methods and resources; mandate to use AFFIRST to report all metrics to include volunteer coordination, training, and documenting volunteer hours; products developed through analyses and assessments are used to support and sustain ANG Family Readiness and support to National Guard Bureau, US Air Force MAJCOM Family Matter, and Office of Secretary of Defense taskers; coordinate information for seminars, conferences, and orientation workshops as appropriate for family members and volunteers; conduct briefings and training for family members and volunteers; attend conferences, workshops, and meetings on quality of life, family readiness, transition, and other support issues for purpose of receiving information as directed; attend staff meetings as required or at least monthly to report on family readiness and support program status and concerns, as well as special upcoming programs and events; maintain adequate records and databases to administer the family program and to provide the necessary reports to the Mission Support Group (MSG) Commander/Human Resource Officer (Director of Personnel (DP)) and SFPD; provide a quarterly report on expenditures to the Wing MSF Commander/DP and forwards to SFPD after the end of each quarter, as directed; develop monthly or quarterly unit Family Readiness newsletters and solicits articles for the wing, state, and national family newsletters; perform other duties as assigned.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

SPECIALIZED EXPERIENCE: (Must have 12 months experience) at the next lower level in the normal line of progression through federal service (GS-07) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of managing, coordinating and planning family, quality-of-life or human services programs. Experience providing advice and assistance on community resources and social service agencies/programs. Experience analyzing, evaluating and making recommendations for improvement of family, quality-of-life or human services programs. Experience developing newsletters, literature and training materials to support a program.
