Duties

Summary: The primary purpose of this position is to serve as a senior technical advisor and maintainer for the Dive Locker function in the 26 STS, Cannon AFB, NM. This includes maintenance, operation and training of a wide range of complex and sophisticated dive/maritime related equipment as well as complying with HHQ mandate reporting and equipment accountability programs. Individual also serves as a technical expert and advisor to the squadron leadership for all diving or maritime related operations/training matters. Duties: Manages and maintains unit assigned diving related equipment/systems. Manages, maintains and operates unit maritime related equipment/systems. Serves as technical advisor to unit leadership and operational personnel for diving/maritime related matters. Provides formal/informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training.

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • The work may require the employee to drive a motor vehicle or pilot water craft. An appropriate, valid driver’s/operator’s license may be required for the position.
  • The employee may be required to work an uncommon tour of duty in support of training and exercise activities; involving nights, weekends, or holidays. Overtime or compensatory time may be required. An alternate work schedule may be required.
  • The employee must meet and maintain appropriate physical standards as a condition of employment, verified through an agency approved physical examination.

Qualifications

Conditions of Employment (cont.): The employee is required to obtain and maintain proficiency on a variety of technical tasks as outlined in the official training plan; such as water safety, dive certification, weapons safety, weapons operation, explosives handling, vehicle or boat maintenance, hazardous materials handling, etc. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes specialized practical and theoretical knowledge of a comprehensive range of maintenance concepts, principles, and practices related to systems and equipment used in Special Tactics diving and maritime tactical/training operations including those that have complex technical requirements and require extensive specialized training and experience; skill to analyze difficult and complex situations and problems that have no clear precedent in order to oversee and implement a program involving the identification and resolution of difficult issues or problems such as determining systems/equipment deficiencies and appropriate resolutions; skills and ability to provide technical advice to senior leaders/supervisors on assigned systems and equipment; skill to provide guidance and training to users and evaluators on assigned diving and maritime systems/equipment; in-depth knowledge of applicable DoD, USN, USAF, USSOCOM, and AFSOC military diving, operations and/or safety directives, regulations, practices, and procedures; skill to develop and conduct training to ensure proper maintenance and operation of assigned systems/equipment; and skill to communicate effectively, both orally and in writing to include skill in providing technical advice and direction in the form of briefings, reports, and written recommendations to leadership and users. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices for specific open/closed circuit diving equipment, SCUBA equipment, high pressure gas systems, high altitude oxygen systems, and other related Special Tactics maritime systems and equipment. Knowledge and skill in the operation/maintenance of DoD approved underwater breathing equipment, support systems, recompression chambers, small marine watercraft/engines, marine hydraulic system. Knowledge of and familiarity with applicable DoD, USN, USAF, USSOCOM, and AFSOC military diving, operations and/or safety directives, regulations, practices, and procedures. This includes the Material Safety Data Sheet (MSDS) and hazardous material program. Knowledge of and skill in the use of the U.S. Navy 3M program as it applies to diving for near, mid, and long-term equipment requirements as well as other HHQ reporting and management programs. Knowledge of the maritime operational tactics and techniques used by Special Tactics forces to include watercraft airborne/airdrop delivery systems. Skill in load preparation/rigging, and/or conducting parachute/swimmer/diver recovery methods and procedures. Ability to develop and conduct training to ensure proper maintenance and operation of assigned systems/equipment. Ability to communicate well, both orally and in writing to include skill in providing technical advice and direction in the form of briefings, reports, and written recommendations to leadership and users. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
