The purpose of this position is to serve as a Procurement Program Specialist for the Roseburg VA Healthcare System (RVAHCS), providing complex procurement and contracting support to Facilities Management Services, various supervisors, administrative officers, and/or contract specialists by preparing, verifying, and documenting contract awards, modifications, interagency agreements, and various other complex/non-complex procurement and contract administration functions.

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09, however a selection can be made at any of the following grade levels: GS-07 or GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence and will progressively acquire the background necessary to perform at the full performance level of GS-09. Major duties include but is not limited to: Reviews purchase requests submitted by contracting officers for completeness and accuracy to ensure they are without errors or omissions through reconciling and/or reconstructing incomplete information. Coordinates and tracks the timely movement of requisition documents through the purchase request approval process. Prepares solicitation packages, including requests for proposals and invitations for bids. Conducts analyses and recommends actions to ensure that various clinical and administrative service requirements have addressed considerations such as construction, budgeting, supporting manpower, and other factors. Communicates and coordinates to resolve delinquent payments and deliveries. Works independently with various personnel to resolve problems occurring in contract administration. Researches, correlates, and evaluates information and statistics from technical, professional, and complex sources such as construction, utilities, control point funds, maintenance service contracts, maintenance and repair, safety, and motor vehicle operations for identification and resolution of problems concerning space, the preventive maintenance program, human resources, budget, and equipment needs for the Service. Assures all procurements are made per applicable laws and regulations. Conducts quality assessments to ensure continuous improvement processes throughout the Service. Routine budget monitoring for service lines includes comparing actual spending against straight-line projections, submitting de-obligation requests, and identifying opportunities to economize on flexible requirements. Develops procedures and processes to increase productivity and efficiency and works with staff to ensure proper documentation. Reads, analyzes, and interprets technical and administrative directives, policies, and regulations, taking action when appropriate and/or making recommendations of action needed to accomplish requirements. Ensures special emphasis is placed on the purpose, goals, functions, and effectiveness of the Service in acting as a liaison with other Services. Serves as a Talent Management System (TMS) backup administrative coordinator. Collects documents and materials when requested and as needed to process grievances, EEO complaints, and disciplinary actions; compiles statistical data indicating patterns and trends related to the Service. Performs other related work as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30am to 4:00pm Telework: Not authorized. Qualifications

To qualify for this position, applicants must meet Time-In-Grade and Specialized Experience requirements within 30 days of the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-9. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. You may qualify based on your experience and/or education as described below: Minimum Qualifications, GS-7: Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-5 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Examples of specialized experience would typically include, but are not limited to: Assisting with procurement and contract administrative functions within a healthcare environment; preparing procurement packages; assisting with the development of procedures and processes to increase productivity and efficiency; and utilizing office automation software such as Microsoft Office Suite products. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Superior Academic Achievement: This provision recognizes students who have achieved superior academic standing as evidenced by one of the three methods described in the Education section below. It is to be used to determine eligibility for applicable GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum related to the position. Note: This occupation falls under the Administrative Careers with America (ACWA) examination requirement. Applicants at the GS-7 level may have to complete an additional exam if selected. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.   • Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  • Grade-point average (G.P.A.) - Applicants must have a grade-point average of:
    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
