This position is part of the Defense Security Cooperation Agency. The incumbent will support program and project managers in resolving issues affecting principal operations, coordinate with management officials across various locations, and document improvements for management systems while providing policy support for assigned programs..
Duties
As a Regional Center Analyst at the GS-0301-11/12/13 some of your typical work assignments may include:
Serve as a Regional Center Analyst in support of DSCA's role as Executive Agent of the Regional Center (RC) program and assist DSCA efforts to coordinate and synergize RC activities with those of other DSCA institutional capacity building (ICB) providers.
Prepares reports, point papers, action memos, trip reports, and trip books for Office of the Under Secretary of Defense for Policy(OUSD(P)) and DSCA leaders, programmatic statements and recommendations, briefings, meetings, and program approval documents for assigned program activities.
Provides program management and policy support for all assigned programs, which include but may not be limited to the six RCs for Security Studies.
Reviews and justifies annual program plans and assists with budget allocation for operation of assigned programs.
Serves as a subject matter expert for the administration and management of the RCs to help stakeholders with innovative approaches on how best to achieve OUSD(P) goals and objectives.
Assists in execution oversight and monitoring of the OUSD(P) approved RC annual budget and program plans.
Provides administrative support to OUSD(P) to hire new RC Directors and extend current Directors in accordance with Secretary of Defense (SecDef) procedures and human resource (HR) service agencies.
Ensures planning and integration of international training, education, and advising efforts to support broader SC objectives so that programs are synchronized across the full spectrum of security assistance (SA) activities.
Assists RCs with DoS vetting approvals for foreign participants to attend programs by writing policies that help the RCs conduct business practices in accordance with DoD and DoS regulations.
Works closely with DoS and OSD to get approvals for non-government organizations and international organization's participants from foreign countries to attend regional center activities.

Qualifications
You may qualify at the GS-11 Grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
Supporting program and project managers in identifying and resolving issues/problems that impact principal programs/operations; coordinating with program management officials in multiple offices and geographic locations; and gathering, evaluating and documenting all information regarding ways to improve a management system, and providing program management and policy support for all assigned programs.
B. Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
You may qualify at the GS-12 Grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Evaluating internal policies and procedures for consistency with, and support to DoD operations and relevant policy guidance.
You may qualify at the GS-13 Grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Reviewing and justifying annual program plans and assisting with budget allocation for operation of assigned programs with related organizations; orienting senior leaders to programmatic and budget decisions; and contributing to DoD- and program-led assessment, monitoring, and evaluation programs related to training and education for international audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

DOCTORATE EDUCATION: One academic year of doctorate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
