This announcement is open to current qualified Displaced Federal Employees that are eligible for CTAP/ICTAP.
This position is located in the Executive Office of the President (EOP), Office of the National Cyber Director (ONCD). The incumbent serves as Assistant National Cyber Director for Resource Management and Administration (ANCD-RMA), overseeing all aspects of management and administration for the ONCD.
Duties
As a Assistant National Cyber Director for Resource Management and Administration, GS-0301-15, your typical work assignments may include the following:
Manages the full range of resource management and administrative needs of the ONCD, which includes finance and accounting, procurement and acquisition, facilities management, supply management, and human resources.
Serves as liaison for the NCD and Chief of Staff in meetings, staff conferences, and in high level engagements both within and outside the organization.
Develops for the Chief of Staff or NCD's approval matters of administrative or management policy governing the operations of the ONCD.
Responsible for managing human, financial, and other resources in accordance with law, regulations, and public policy, so as to achieve intended program results efficiently, economically, and effectively.
Performs a full range of first-level supervisory responsibilities.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. All qualifications must be met by the closing date of this announcement.
You may qualify at the GS-15 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1) Applying resources management and administration concepts, principles, and practices related to management and administration, financial management, policy development, systems design, and other related fields; 2) Presenting written communication in order to persuasively convey program needs to high level managers for decisions; 3) Briefing orally and in writing in order to persuasively convey program needs to high level managers for decisions; 4) Monitoring progress and evaluating outcomes; AND 5) Conducting quantitative, qualitative, cost benefit and similar types of analyses.

You will receive credit for all qualifying experience, including volunteer experience.
