Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Investment and Program Accountability, in Washington, District of Columbia.
This is a non-bargaining unit position.
Duties
As an Operations Research Analyst (Cost Estimator), you will perform the following duties:
Performs analytical work within the rigorous methods of scientific inquiry and analysis to address data problems or recurring data and reporting challenges.
Facilitates and manages the resolution of strategic, operational, and/or business intelligence reporting issues that may impact the Agency and/or the effectiveness of ICE or mission accomplishment.
Analyzes and produces analytical results from information, operations, and processes from a variety of sources such as internal databases, micro-data sets, ICE/DHS/Non- Governmental Organization (NGO) publications, and field personnel files, both qualitatively and quantitatively.
Designs, develops, and adapts mathematical/statistical models or other methods and techniques for data analysis.

Basic Requirements:Degree: in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Experience: GS-13: In addition to the basic requirements described above, one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as:
Performing analytical work that involves conducting cost estimating and cost benefit analysis, developing, and adapting mathematical, statistical, econometric, and other methods and techniques.
Develops and coordinates guidance, policies and procedures for organizational and program improvement as related to traceability, feasibility, cost, schedule, and performance measures.
Serves as an intermediate consultant, using analytical software and databases to perform analytic functions, preparing documents for requirements development, strategic planning, risk management, programmatic planning/management, statistical research, and performance measurement.
GS-14: In addition to the basic requirements described above, one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
Utilizing research methods and techniques to support cost estimating and analysis of Acquisition Programs.
Providing technical guidance on statistical or operations research concepts as they apply to cost estimating and cost analysis studies.
Applying analytical techniques and methodologies in operations research; and preparing and presenting briefings and reports for executive level management review.
