The primary purpose of this position is to Serve as the Minot AFB motor vehicle Fleet Manager, directing functions of Vehicle Control, Vehicle Analysis, Maintenance Control and Analysis, Material Control, Registered Equipment Management Systems (REMS), and Vehicle Buy Program, for two diverse Air Force wings managed by two numbered Air Forces affecting over 1130 vehicles.
Duties
Manages the base motor Vehicle Fleet program and Nuclear Certified Equipment (NCE).
Performs Fleet Vehicle Management Control and Analysis; plans, schedules, monitors and analyzes maintenance requirements for vehicle assets assigned to Minot AFB.
Complies with Wing Annual Motor Vehicle Requirement. Personally responsible to analyze, compile and prioritize 5 Bomb Wing and 91 Missile Wing vehicle replacement program.
Manages 5 Bomb Wing and 91 Missile Wing Vehicle Lease Program. Works independently as the installation main focal point for 60 lease vehicles between Minot AFB and General Services Administration (GSA).
Coordinates the expediting of material; the functions of which are to perform logistic duties involving the requisitioning of material and the delivery of appropriate materials to shop personnel or holding areas.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Transportation Specialist Series, 2101.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of transportation principles, theory, policies and procedures that impact large fleet management in order to perform administrative analysis, research and development and to implement policies effecting the efficient and effective use of vehicle assets. Requires technical knowledge of vehicle maintenance and operations data system. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems. Technical knowledge of vehicle maintenance repair techniques. Working knowledge of budget planning, preparation and execution.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the administration processes and documentation requirements in managing a motor vehicle fleet using computer systems and in accordance with Public Law.
Knowledge of and skill in performing analysis and report functions to ensure assigned motor vehicle fleets are used efficiently.
Knowledge of budget planning in order to track transactions relating to Annual Depot Plan, Annual Scheduled Maintenance Plan, and Motor Vehicle Lease Program (GSA).
Knowledge of motor vehicle rental and lease programs
Skill in planning, scheduling, monitoring and analyzing the maintenance requirements on large motor vehicle fleets.
Ability to effectively communicate orally with writing skills to initiate studies and write reports, plans, briefings and operating instructions, to conduct status briefings and reports and to participate in planning meetings and training sessions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
