This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Wildlife Biologist acting as the Wildlife Program Manager for the Natural Resources Branch at Fort Knox, KY.

Duties

Perform ecosystem and threatened / endangered species monitoring requirements. Implement wildlife management practices to include prescribed burning, vegetation management, nuisance wildlife control, and game and fish management applications. Acts as team leader directing individuals with diverse backgrounds and experience levels in completing wildlife and endangered species management. Provide professional expertise required to operationally plan, manage, and execute the endangered species, fish and wildlife program on the Installation. Adjust to changing environmental conditions and military training effects on the landscape to successfully achieve critical mission requirements for endangered species management. Plans and conducts wildlife surveys and studies to evaluate habitat and estimate wildlife populations and implementation of habitat improvements. Develops and recommends short and long-range integrated fish and wildlife management plans. Administers the Isportsman program within the Hunt Control section to include hunting and fishing recreational access on the installation. Assists with the conservation of endangered and non-game species, and with the wildland fire program including prescribed fire and wildfire suppression actions. Reviews proposed training activities and identifies any potential impact on fish and wildlife species in accordance with the National Environmental Policy Act and Endangered Species Act. Utilizes Geographic Information System (GIS) and Isportsman software to maintain records, prepare reports and maintain historical data for long term analysis on managed species

Requirements

  • Possession of or obtain and maintaining a valid State Motor Vehicle Operators License is required.
  • TDY travel is occasionally required.
  • May be required to wear and/or use protective clothing and equipment in accordance with established health and safety regulations.
  • Must complete and satisfactorily pass pre-employment and periodic annual physical exams.
  • May be required to work other than normal duty hours, which may include overtime, evenings, weekends, and/or holidays.
  • This position requires the employee to be able to lift or carry heavy objects in excess of 50 lbs.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Education Requirement: A. I have a bachelor's degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND at least 9 semester hours in botany or the related plant sciences. (Note: You must attach a copy of your transcripts.) B. I have a combination of education and experience equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) Specialized Experience: One year of specialized experience which includes: 1) Plans and conducts fish and wildlife management activities such as: environmental reviews; Isportsman oversight, fish pond management, deer check station, hunting and fishing development, etc.; 2) Development and implementation of wildlife and forest management plans; 3) Implementation of wildlife habitat improvements to include prescribing burning and planting wildlife food plots; and 4) Conservation of endangered and non-game species of wildlife. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Wildlife Biology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
