About the Position: Serves as a Transportation Planning Specialist within the Military Surface Deployment and Distribution Command (SDDC) in Beaumont, TX. Incumbent assists the Chief of Terminal Operations on matters relating to Strategic Mobility planning and requirements.
Duties
Utilizes automated transportation tools such as the Global Command and Control System to accomplish work, identify problems, and resolve issues.
Supports the program manager with planning and determining requirements for contingency and/or mobilization operations.
Serves as the Battalion's Global Command and Control System (GCCS) site manager and primary GCCS and Joint Operations Planning and Execution System (JOPES) operator.
Responsible for planning, accomplishing, overseeing and coordinating administrative and operational requirements.
Conducts analysis of movements to detect trends, new requirements, and impact on the Battalion and its workload.
Provides detailed input for future plans on marine and terminal transportation operations monitoring unit move timelines and volume.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Inclement Weather Essential: Must be able to work outside during all types of weather; board bulk ships, barges and other types of vessels. Be able to access all decks, climb ladders through narrow ship passages; stand, walk for prolonged periods.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- Obligated - An employee has statutory restoration rights to this position. You will be asked to sign an agreement acknowledging awareness of obligation and willing to be displaced under reduction in force procedures upon return of former incumbent.

Specialized Experience: One year of specialized experience which includes 1) planning, developing, and administering transportation policies, plans and procedures; 2) analyzing and resolving transportation related issues; 3) utilizing automated transportation tools such as Global Command and Control System (GCCS) and Joint Operations Planning and Execution System (JOPES). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
