About the Position: Serves as a Transportation Specialist in Traffic/Cargo Management Division to plan, coordinate, direct, control, and expedite the movement of cargo through terminals within the area of responsibility (AOR).
Duties
Provides customer service to commercial and military shippers on technical transportation requirements, booking processes, and Integrated Book System (IBS) requirements.
Provides information, interprets technical transportation rules, regulations, and contracts which affect the cost and efficiency of administering the traffic management programs of the Battalion.
Ensures incoming freight has the necessary documentation required for customs clearance.
Analyzes cargo characteristics, determines special handling requirements, required priority, and required delivery date.
Determines the most effective method for the nationwide movement of retrograde and frustrated cargo, and for local deliveries.
Processes required cargo documents such as manifests, cargo traffic messages, cargo outturn messages, receipt documents, and cargo outturn and shipment discrepancy reports, and maintains related records and files.
Provides technical advisory assistance on traffic and transportation facilities, on equipment availability and on operational practices and traffic patterns pertaining to freight which moves through the Area of Responsibility (AOR).
Ensures import documentation procedures are followed or expeditious movement and in transit visibility.

Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R to assist agencies and employees to avoid conflicts between duties and financial interest.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is subject to provisions of the Domestic Violence Offender Gun Ban (Lautenberg Amendment) and bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position requires the incumbent to work in inclement weather conditions the incumbent is required to report to work or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Providing assistance with inspections of carrier terminals and piers for astray freight and overages; 2) Monitoring claims actions (both import and export) against truck carriers, ocean carriers, contractors, stevedore companies and/or port authorities; AND 3) assisting carriers, and/or vendors' representatives of proper claims procedures; AND 4) assisting with resolving loss, damage, and disposition of freight. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Commerce, Engineering, Finance, Industrial Management, Motor Mechanics, Statistics, Traffic Management, and Transportation.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
