The primary purpose of this position is: Responsible for functions associated with the installations Community, Home finding, Relocation, and Referral Services.
Duties
Serves as technical advisor to the Chief, Asset Management Division, 733rd Civil Engineering Division, performing all unaccompanied housing matters to include planning, organizing, and administration of housing program requirement.
Monitors command directed assignment of quarters utilizing the First Sergeant's Barracks Initiative for Soldiers assigned to permanent party barracks.
Personally, inspects quarters along with other installation personnel where alleged health and safety is in questionand during government property/facility inspections.
Assist/coordinate Civil Engineering Division surveys on housing conditions and requirements. Monitors occupancytrends of quarters.
Reviews Certificate of Non-Availability (CAN) req11estsand prepares recommendations for CAN if the soldier qualifies.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Army, Air Force and local Command Policies, management procedures and general business practices related to the efficient management, operations, utilization and disposal of housing and related assets; skill in developing and implementing plans, procedures, and directives concerning occupancy, utilization, and maintenance of housing; skill in applying management principles and methods to a variety of conventional and difficult assignments involving the full range of housing activities.

EDUCATION: Applicant has successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, or a bachelor's degree with Superior Academic Achievement. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience described in the job opportunity announcement; however, has completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Federal, DOD, DA, HQ USAF, and MAJCOM, UOQ. UNCO and USPH housing and furnishings management principles, theory, policies, directives and procedures.
Knowledge of appropriate fund budget system and the ability to justify budget submissions.
Knowledge of contracting provisions sufficient to ensure proper negotiations or commitments of government funds.
Skill in analyzing, interpreting, and applying a wide variety of policies and procedures.
Skill in conducting regular and periodic audits or studies and evaluating results to assess accomplishment of program requirements.
Knowledge of administrative procedures related to the maintenance of files, preparation of reports and correspondence and general business practices. Ability to communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
