The primary purpose of this position is to serve as a Human Resources Specialist, performing analytical and evaluative work to ensure effective and efficient program operations and management of personnel programs.
Duties
Oversees and advises Division and Branch Chiefs on ART, AGR, civilian and military personnel management activities including manpower/personnel actions, training, performance appraisals, awards and decorations, and other related areas.
Assists in planning, administering, and monitoring manpower resource requirements.
Directly assists the Division Chief in the management of all administrative support and personnel program functions and serves as the resident subject matter expert.
Responsible for a broad array of duties related to the effective execution of mission requirements within the Military Personnel Division.
Plans, organizes and executes information management and activities in support of the office/organization.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the fundamental of HR methods, principles, and practices related to military personnel policies, procedures, rules, guidelines, publications, etc. to understand respective programs and services provided. Knowledge of the principles, concepts, and theories of military and civilian personnel and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. . Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments in personnel/manpower career fields.

EDUCATION:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related

COMBINATION OF EXPERIENCE AND EDUCATION: ???????When combining specialized experience and education, the total percentages must equal at least 100 percent.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, concepts, and theories of military and civilian personnel and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
2. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments in personnel/manpower career fields.
3. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems.
6. Ability to plan and organize management programs and functions of an organization.
7. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
