This position is located at Office of the Chief Information Officer Infrastructure Operations Division.
This is not a remote position. You will be required to be in your duty station office per CEC telework policy. Current USDA/CEC employees with an approved remote agreement may be eligible for continued remote status, but this eligibility is at the discretion of the hiring manager.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Technical Management -- Acts as liaison between the customer and technical administrators.
General Management -- Acts as a senior project leader and technical expert on IT issues, demonstrating initiative and providing guidance and mentorship to subordinates and peers on location/site specific initiatives.
Enterprise Infrastructure and Application Administration -- Maintains and supports the enterprise applications/infrastructure environment and ensures the stability and availability of systems and services.
Change Management Administration -- Reviews requests for change (RFC), ensuring applicable requirements are followed.
Security Requirements Management -- Authors and/or supports development of Assessment & Authorization (A&A) documentation packages to obtain and maintain Authority to Operate (ATO) within USDA Generalized Security Services (GSS) enclave.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Managing and maintaining enterprise applications and infrastructure services supporting the end user environment in a large, diverse, geographically dispersed Information Technology organization; AND
Systems administration on Windows production/test/development servers with experience in multiple IT disciplines including both application, file and system management techniques, change management methods and best practices in an IT environment; AND
Incident resolution using service desk ticketing tools, troubleshooting and resolving problems directly and when needed, escalating issues to senior support staff; AND
Diagnosis, troubleshooting and server administrative duties to resolve problems including the ability to identify complex problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations.
Specialized Experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes experience with AT LEAST 3 of the below:
Working as part of a group to maintain enterprise applications and infrastructure services supporting the end user environment in a large, diverse, geographically dispersed Information Technology organization; AND
Assisting with Systems Administration on Windows production/test/development servers with experience in multiple IT disciplines including both application, file and system management techniques, change management methods and best practices in an IT environment; AND
Incident resolution using service desk ticketing tools, troubleshooting and resolving problems directly and when needed, escalating issues to senior support staff; AND
Diagnosis, troubleshooting and assisting with server administrative duties to resolve problems including the ability to identify complex problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
