This position is located in Healthcare Technology Management (HTM) Service of the Joseph Maxwell Cleland VA Medical Center. This is a developmental position to the full performance level of GS-11. The position will serve as a developmental Electronics Technician in the Healthcare Technology Management Service.

Duties

The incumbent works with a high level of independence, with little or no technical guidance received from the Supervisor. Provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility wide lifecycle management of patient care electronic equipment. Duties include but are not limited to: Prepares Test Items; Adjusts/Operates Equipment; Records Readings Determines characteristics, capabilities, and limitations and performance of conventional systems. Analyzes data for evidence of improper function. Determines cause of malfunction. Lifecycle management of patient care electronic systems such as nurse call systems, stretchers, clinical beds, patient lifts, televisions and monitors, alarms, cameras, or elopement systems to include physical and network support, etc. Coordinates and works effectively with other facility support departments including but not limited to Engineering Service, Office of information Technology (OIT), Patient Safety, Sterile Processing Service (SPS), Supply Chain Management (SCM), Contracting, Informatics, and Environmental Management Service (EMS). Coordinates incoming inspections, regular and unscheduled maintenance, and planning for end-of-life replacement in conjunction with clinical services or administrative services. Utilizes common test equipment including, but not limited to patient simulators, pulse generators, network analyzers, test phantoms, electrical safety analyzers, oscilloscopes, and multimeters. Assignments given may initially be of limited phases but will increase through the full range of tasks as the incumbent acquires skills and knowledge through experience, on-the-job training, and formal training. During the assignment, the full performance range and level of selected key functions will not be fully delegated to the incumbent. The position is graded according to the level at which the incumbent is hired, or to which the incumbent has progressed, based upon qualifications, experience, training, and performance as outlined in the formal training plan. Non-competitive promotion may be made to the GS-11 level provided management certifies that the incumbent has demonstrated the ability to perform the work, and if all other regulatory requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included Lifecycle management of patient care electronic systems, Analyze data for evidence of improper function, coordinate inspections, regular/unscheduled maintenance, Project Oversight & Management with Contracting Officer's Representative duties. (2) Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent handles objects weighing up to twenty (20) pounds routinely and occasionally handles objects of up to fifty (50) pounds. Frequently, work will be performed in cramped and awkward positions. The work also requires prolonged periods of standing and walking. Technical, academic, and mental demands are considerable. The work performed is of a precise nature, requiring prolonged concentration. The incumbent often works under conditions of stress caused by the nature of the work and the necessity to meet deadlines. Incumbent is required to frequently travel to perform work at remote sites. Emergencies at these locations will require immediate response allowing very limited time for notice and preparation. Work Environment: The incumbent performs their duties subject to working in or near areas where patients may have communicable diseases. The incumbent must perform their work safely so as not to endanger incumbent, their fellow workers, patients, or members of the public. The employee will be required to use personal protective clothing and equipment furnished for incumbents' safety and the safety of others. Incumbents work must be done both inside the building and outdoors. Special priorities may require working in the rain, and seasonal conditions will impose the temperature extremes of winter cold and summer heat. Of particular importance is the incumbent's responsibility in the safe handling of any asbestos­ containing material. The incumbent shall: Report to their supervisor any apparent asbestos exposure; Adhere to all VA policies and procedures concerning the control of asbestos.
