This position is located at the Joseph Maxwell Cleland VAMC in Decatur, GA. The Supervisory Electronics Technician reports to the Deputy Chief of Healthcare Technology Management Service. Incumbent has responsibility for the Electronic System Section within the Joseph Maxwell Cleland V AMC and other buildings within the healthcare system.

Duties

The incumbent works with a high level of independence, with little or no technical guidance received from the Supervisor. Provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility wide lifecycle management of patient care electronic equipment. Duties include but are not limited to: Prepares Test Items; Adjusts/Operates Equipment; Records Readings Determines characteristics, capabilities, and limitations and performance of conventional systems. Analyzes data for evidence of improper function. Determines cause of malfunction. Lifecycle management of patient care electronic systems such as nurse call systems, stretchers, clinical beds, patient lifts, televisions and monitors, alarms, cameras, or elopement systems to include physical and network support, etc. Coordinates and works effectively with other facility support departments including but not limited to Engineering Service, Office of information Technology (OIT), Patient Safety, Sterile Processing Service (SPS), Supply Chain Management (SCM), Contracting, Informatics, and Environmental Management Service (EMS). Coordinates incoming inspections, regular and unscheduled maintenance, and planning for end-of-life replacement in conjunction with clinical services or administrative services. Utilizes common test equipment including, but not limited to patient simulators, pulse generators, network analyzers, test phantoms, electrical safety analyzers, oscilloscopes, and multimeters. Project Oversight & Management When a contract is issued by the Contracting Officer (CO) and the incumbent of this Electronic Technician (ET) position is designated as the Contracting Officer's Representative (COR) for this particular project, he/she will initiate all required correspondence pertaining to supplemental agreements, specification changes, etc. As assigned, will superintend, and inspect work, purchase, and hire work, and station project work to assure conformance with plans, specifications, and applicable codes. Maintains timely progress records, logs, reports, and documents. As assigned, functions as a COR and keeps appropriate certification levels. Uses knowledge of government contract procedures and documentation requirements to develop statements of work, sole source justifications, other applicable documentation (VA Form 6550, Independent Government Cost Estimate (IGCE), etc.) and to oversee vendor work. Prepare project documents for submission to the Network requesting authorization and funding. This includes detailed project description; justification; selection methodology analysis, prioritizing, and scoring; workload and space criteria analysis; environmental impact analysis; estimating project costs, including technical services, construction, impact, equipment, recurring and non-recurring expenses, and contingencies; and other documents necessary to support the validity of the project. May be tasked with leading and managing installation or upgrade projects for patient care electronics systems. This includes but is not limited to pre-implementation planning and coordination with end users, vendors, and other onsite support staff (OIT, Informatics, SPS, etc.) Creates Designs and Specifications to Satisfy Requirements Designs moderately complex and novel items of equipment. Items do not have critical performance requirements that are difficult to satisfy. Professional engineers and scientists provide purpose of equipment, basic requirements of form, size, weight, structure and performance, and pertinent technical data. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirements: knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included Lifecycle management of patient care electronic systems, Analyze data for evidence of improper function, coordinate inspections, regular/unscheduled maintenance, Project Oversight & Management with Contracting Officer's Representative duties. (2) Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. Physical Requirements: The incumbent handles objects weighing up to twenty (20) pounds routinely and occasionally handles objects of up to fifty (50) pounds. Frequently, work will be performed in cramped and awkward positions. The work also requires prolonged periods of standing and walking. Technical, academic, and mental demands are considerable. The work performed is of a precise nature, requiring prolonged concentration. The incumbent often works under conditions of stress caused by the nature of the work and the necessity to meet deadlines. Incumbent is required to frequently travel to perform work at remote sites. Emergencies at these locations will require immediate response allowing very limited time for notice and preparation. Work Environment: The incumbent performs their duties subject to working in or near areas where patients may have communicable diseases. The incumbent must perform their work safely so as not to endanger incumbent, their fellow workers, patients, or members of the public. The employee will be required to use personal protective clothing and equipment furnished for incumbents' safety and the safety of others. Incumbents work must be done both inside the building and outdoors. Special priorities may require working in the rain, and seasonal conditions will impose the temperature extremes of winter cold and summer heat.
