This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses GS-12 and GS-13.
You will serve as a Project Officer for Power, Propulsion and Maneuvering in the Advanced Propulsor Management Office of the Naval Architecture and Engineering Department of CARDEROCK DIV NS.
Duties
You will direct project teams and development efforts for program assignments.
You will deal fundamentally with the broad aspects of Ship Design, Platform Integration, Ship Hydrodynamics, Propulsor and Shafting Systems, and Shipboard Power and Electrical Systems.
You will direct the formulation and execution of systems engineering functions on major engineering development programs or projects.
You will develop engineering policy for compliance by Navy project engineers and contractors developing and constructing submarine systems.
You will chair naval architecture-related integrated product teams (IPTs) and visit laboratories and contractor facilities to obtain reports of program status.
You will direct the assessment of high-risk high-value technical issues to determine the range of acceptable solutions and thresholds for submarines and submersible systems.
You will identify technically acceptable options, and negotiate the resolution of challenging technical, resource, and requirement issues directly with program managers, top-level engineers, and key project personnel.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer supporting nuclear submarine systems and design (i.e. Ship Design, Platform Integration, Ship Hydrodynamics, Propulsor and Shafting Systems, and Shipboard Power & Electrical Systems) for major engineering development programs or projects.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
