This career/career-conditional permanent full-time position is located in Shenandoah National Park, in the Administration Division.

Duties

This position serves as an IT Specialist for Shenandoah National Park (SHEN) in Luray, VA. This is a supervisory position and responsible for supervising at one to two GS-09 IT Specialist employees. The position is responsible for planning and carrying out difficult and complex assignments in the delivery of customer support services. Assignments include interpreting IT policies, standards, and requirements and modifying and adapting existing methods and approaches, implementing recommendations independently or as a team member, providing advice and guidance on a wide range and variety of complex IT issues, evaluating and recommending new or enhanced approaches to delivering IT services, and analyzing and recommending resolution of complex issues associated with responding to customer requests and requirements. This position may be filled at either the GS-11 or GS-12 grade level. GS-11 salary is $73,286 - $95,279 PA. GS-12 salary is $86,962 - $113,047 PA. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. POSITION LOCATION; Shenandoah National Park preserves and protects more than 300 square miles of nationally significant natural and cultural resources, scenic beauty, and congressionally designated wilderness within Virginia's northern Blue Ridge Mountains; and provides a broad range of opportunities for public enjoyment, recreation, inspiration, and stewardship. Within just 90 miles of Washington D.C. the Park provides visitors the ability to explore mountain peaks, hidden hollows, cascading streams, accessible wilderness, and stunning natural beauty. Approximately 40% of the park is designated wilderness with over 500 miles of hiking trails and the iconic Skyline Drive, SHEN was established as an eastern park that provided a "western Park experience". Due to the Park's easy accessibility to D.C and other highly populated areas along the east coast, visitation is approximately 1.6 million visitors annually which results in significant resource protection and visitor management issues and incidents.

Qualifications

All qualifications must be met by the closing date of this announcement-10/24/2024.. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: installing and configuring hardware or software for users in accordance with established policy; troubleshooting customer IT systems or programs to resolve end user issues; and ensuring IT security policies are enforced on individual devices and network systems. In addition, I possess IT-related experience demonstrating each of the four competencies: 1) Attention to Detail: ensuring IT systems, programs, and/or users are in compliance with established policies; 2) Customer Service: responding to customer requests by providing guidance on IT policies, procedures, and technology options; 3) Problem Solving: troubleshooting IT programs or systems to resolve technical issues and 4) Oral Communication: explaining technical information to non-technical staff. Note: Your resume must document how you meet both the specialized experience and each of the competencies listed above. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a PhD in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree field that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. You must include transcripts. To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: recommending new technologies to meet customer needs; installing and configuring hardware or software in alignment with organizational policies; researching and then resolving complex IT software/hardware problems (e.g. involving multiple systems, new software, unprecedented issues) for end users; providing guidance to employees on IT policies and procedures; and recommending improvements to IT programs or policies - AND - possess IT related experience that demonstrates the following competencies 1) Attention to Detail: ensuring IT systems, programs, and/or users are in compliance with established policies; 2) Customer Service identifying customer needs to recommend products/services which will enhance their operations; 3) Problem Solving - modifying or adapting existing IT systems or policies to resolve customer issues or improve service delivery; and 4) Oral Communication: training end users on the use of IT systems or providing technical guidance to decision makers and/or other technical staff. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS-12 grade level of this announcement.
