This position is located at Departmental Offices, Office of the Chief Information Officer (OCIO) Enterprise Applications (EA). EA operates as a Shared Service Provider, offering shared and scalable technology products and solutions across the Federal landscape. As a Business Specialist, you will report to the Director of Budget and Acquisition and lead the budget, financial management, and acquisition activities for EA IT programs.

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Provide acquisition guidance and creative solutions to senior leaders, in accordance with regulations, policies and industry trends. Display the technical acumen to refine requirements and develop acquisition strategies for major IT contracts and contract vehicles (e.g. enterprise in scope and/or total contract value of $100 million+) that meet immediate and long-term customer needs. Budget formulation includes crafting budget justifications and collaborating with the programs to forecast budget needs and identify cost efficiencies. The budget execution duties include tracking, analyzing, and reporting the commitments, obligations, and expenditures to inform business decisions and facilitate effective mission delivery.

You must meet the following requirements within 30 days of the closing date of this announcement. GS-13 SPECIALIZED EXPERIENCE STATEMENT: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following: Experience planning, coordinating and performing budget formulation, execution, and resource matters for a project or organization according to financial management functions and regulations; AND Experience applying contracting officers representative (COR) policies and principles or equivalent; AND Experience developing business cases; AND Experience leading the support of major Information Technology (IT) projects. GS-12 SPECIALIZED EXPERIENCE STATEMENT: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following: Experience planning, coordinating and performing budget formulation, execution, and resource matters for a project or organization according to financial management functions and regulations; AND Experience applying contracting officers representative (COR) policies and principles or equivalent; AND Experience developing business cases. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
