This position is located at Departmental Offices, Terrorist and Financial Intelligence - Intelligence Analysis. As an Intelligence Research Specialist (Insider Risk Analyst), you will review insider threat data to proactively identify potential insider threat concerns and/or insider threat indicators; conduct risk assessments, to include making recommendations to mitigate risks; and prepare and present reports and briefings to inform appropriate officials of analytical findings and assessments.

Duties

Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. - Review and analyze insider threat-related generated by user activity monitoring (UAM) tools, continuous evaluation systems, and other Treasury and/or community-owned data. - Conduct enterprise risk assessments on Treasury assets and/or programs and make mitigation recommendations, where appropriate. - Prepare insider threat products, to include referrals reports, with findings and recommended countermeasures and/or mitigation strategies. - Identify and evaluate intelligence gaps and specify collection requirements to fill gaps in insider threat information, resulting in intelligence requirements.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes ALL of the following: -Providing support to programs, such as insider threat programs, involving the use of User Activity Monitoring (UAM) of Automated Information Systems (AIS); AND -Supporting Counterintelligence (CI)/insider threat investigations/inquiries; AND -Applying relevant principles, techniques, methods, processes, and technology, such as those involved in intelligence analysis; AND -Applying policies, directives, and guidance, such as national-level insider threat policies, Executive Order 13587, National Insider Threat Policy and Minimum Standards, Intelligence Community Standard (ICS) 700-2, and ICS 500-27. Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes ALL of the following: -Applying relevant principles, techniques, methods, processes, and technology, such as those involved in intelligence analysis; AND -Supporting Counterintelligence (CI)/insider threat investigations/inquiries; AND -Applying policies, directives, and guidance, such as national-level insider threat policies, Executive Order 13587, National Insider Threat Policy and Minimum Standards, Intelligence Community Standard (ICS) 700-2, and ICS 500-27. Specialized experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes ALL of the following: -Applying relevant principles, techniques, methods, processes, and technology, such as those involved in intelligence analysis; AND -Applying policies, directives, and guidance, such as national-level insider threat policies, Executive Order 13587, National Insider Threat Policy and Minimum Standards, Intelligence Community Standard (ICS) 700-2, and ICS 500-27. OR EDUCATION: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes ALL of the following: -Assisting with analytical products, referrals, reports or briefings; AND -Researching policies, data, or other established guidance. OR EDUCATION: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
