Duties

Major Duties: Supervise a team of at least four employees, volunteers, and/or noncontractor personnel tasked with performing Recreation Fee Program related duties in which more than 75% of the subordinate workload is at the GS-03 and/or GS-04 grade level, and less than 25% of the subordinate workload is at the GS-05 or GS-06 grade level. Supervisory duties require the incumbent to assign daily work assignments to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; evaluate work performance of subordinates; validate routine audit findings; give advice, counsel, or instruction to employees on both work and administrative matters; identify developmental and training needs of employees, providing or arranging for needed development and training; and find ways to improve the quality of the work directed. Serve as a technical authority for the resolution of especially difficult or sensitive technical problems associated with the collection, deposit, tracking, and expenditure of fee revenue and donations. Conduct analysis to validate fee transactions and determine the adequacy of existing fee systems and technologies. Make recommendations for operational adjustments. Evaluate the functionality of new fee related systems or modifications to existing systems as a result of regulatory and program requirements. Make recommendations for operational adjustments. Test reservation system functionality in automated reservation systems such as Recreation.gov and report findings as appropriate. Approve or deny formal refund requests submitted by the public in the system.

Qualifications

All qualifications must be met by the closing date of this announcement-10/18/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-7 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-6 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Providing information or assistance to the public in a business or recreation setting; instructing groups of people or individuals; and compiling and analyzing information to report. Experience also included handling, tracking, or depositing monies; using software programs to maintain fee and stock data; resolving issues that arise in the remittance process and assisting staff with fee issues; and using tools or equipment (e.g., cash registers, calculators, etc.) to make sales transactions. You must include hours per week worked. -OR- EDUCATION: Successful completion of one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. (NOTE: You must submit a copy of your transcript or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are using education to qualify and you do not submit specific course work information as described previously, your application will be rated not qualified. A copy of your official transcripts will be required before entrance on duty, if selected). -OR- Successful completion of a combination of education and experience as described above. Possession of an equivalent combination of education and experience. For example, 6 months of the specialized experience (50% of the experience requirement), and 12 semester hours of graduate study from an accredited institution (75% of the qualifying education), equaling 100% or greater of the total requirement. (NOTE: You must submit a copy of your transcript or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are using education to qualify and you do not submit specific course work information as described previously, your application will be rated not qualified. A copy of your official transcripts will be required before entrance on duty, if selected). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
