Duties
This position is located in the Office of the Chief Administrative Officer, Office of Human Resources (OHR). Serves as a Human Resources Specialist (Employee and Labor Relations) for the Workforce Relations Division providing employee and labor relations consultative services to managers and employees of the USCP.At the full performance level:
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.For the CP-10 level you must have one year (52 weeks)
of specialized experience equivalent to at least the CP-09/GS-11 level that is
in or directly related to the line of work of the position to be filled.
Specialized experience is defined as a comprehensive knowledge and skill in
providing technical assistance to employees and managers on a variety of human
resources concepts, regulations, and practices with emphasis in employee and
labor relations; and skill in analyzing routine employee and labor relations
issues and situations, gathering data, and preparing recommendations and
information for management. For the CP-11 level you must have one year (52 weeks) of specialized experience
equivalent to at least the CP-10/GS-12 level that is in or directly related to
the line of work of the position to be filled. Specialized experience is
defined as a demonstrated mastery knowledge of and skill interpreting and
applying human resources concepts, regulations, and practices with emphasis in
employee and labor relations actions to provide authoritative advice to senior
leadership, program managers, other management officials, and supervisors;
expert knowledge of analyzing complex employee and labor relations issues and
situations, gathering data, and drafting recommendations and information in
order to present viable options to management and leadership; and the ability
to maintain contacts with union representatives, management officials, and
