This position is located Office of the Chief Human Capital Officer, Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices from the Veterans Health, Veterans Benefits, and National Cemetery Administrations. This position is located at the HRSC and has the delegated authority from HRO to sign and release personnel actions.

Duties

Duties include, but are not limited to: The position is responsible for the technical/quality review of personnel actions, processing mass personnel actions per HRIS Bulletins, audits, to include pay audits, conducting employee record audits. Resolve issues through DCIPS and REMEDY and processing all cancellation and correction actions in HR systems of record for recruitment and placement to ensure compliance with regulations and interpretation of the organization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation. Incumbents are responsible for a variety of special projects and programs within HRSC by providing analysis of technical issues, support to management and operations in program execution and communications. May provide additional support for all functional areas of HRSC to include ER, Benefits, etc. Incumbent performs duties as team leader over a group of Technical Reviewer Human Resources Specialists. Serves as a first level point of contact for the Technical Review team by providing high-level consultation advice and guidance and serves as a first level diffuser in difficult situations. Serves as team leader over a group of Technical Reviewer Human Resources Specialists. Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members. Ensures that the organization's mission and vision are communicated to the team and integrated into the team's goals, work plans, and work products. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and deadlines. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization and adjusting to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Provides advice on work methods, practices, and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Trains or arranges for the training of team members in methods and techniques of technical skills and team building and working in teams to accomplish tasks or projects. Coaches team members in the selection of problem-solving methods and techniques, provides advice on work methods and procedures and assists team members in identifying factors needed to resolve problems. Reports to the supervisor periodically on team's work accomplishments, training needs and work processes. Coordinates the preparation, presentation, and communication of work-related information to the supervisor. Works with supervisor to assign PARs to respective HR Specialist for processing. Maintains reference materials, project files and relevant back-ground documents and makes available policies, procedures, and written instructions from the supervisor. Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, analyze and improve team effectiveness, efficiency, and work products. Represents the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise. Reports to the team on progress of team's projects and/or tasks, established milestones and ensure that all team members are aware of team goals and objectives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Performing work on a wide range of HR personnel actions, including Employee Relations, Labor Relations, Awards, Benefits, and Staffing using specialization concepts, practices, regulations, precedents, and procedures; experience utilizing special recruiting/hiring authorities for compliance; Experience using the Guide to Processing Personnel Actions for coding the appropriate FLSA, BUS Code, Complexity Levels, Supervisory Codes, and remarks on Standard Form 52 actions; Performing functions such as approving/releasing actions in HR Smart; Performing position management duties such updating position row data and maintain data integrity across HR systems; Utilizing different HR systems such as e-OPF, DCPS, Remedy, etc. to process and resolve issues on a variety of difficult and complex work assignments to include auditing. (TRANSCRIPTS REQUIRED). OR Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Providing advice and guidance to management officials on a variety of complex HR problems as they relate to HR Systems; Training staff and assisting them with problem-solving techniques related to personnel records and other urgent pay-related issues; Utilizing the Guide to Processing Personnel Actions to conduct technical/quality reviews for all personnel actions to include reviewing and releasing actions; processing cancellations and correction actions in HR Smart for all areas of HR; processing personnel actions such as conversions, processing mass personnel actions related to HRIS Bulletins; Experience updating position management row pages to maintain data integrity and perform ongoing monitoring and maintenance across the organization; conducting employee record audits, pay audits, and resolving issues through DCIPS and REMEDY; generating queries and reports from various computer systems as needed to retrieve information for data verification; providing advice on HR functions and analyzing regulations to develop operating procedures and processes for an organization's HR programs.
