You will serve as a Supervisory Loan Specialist (Loan Servicing Department Manager) for the Small Business Administration (SBA), Office of Capital Access (OCA), COVID Economic Injury Disaster Loan Servicing Center (CESC) in Fort Worth, Texas. This Supervisory Loan Specialist (Loan Servicing Department Manager) position is responsible for the day-to-day operations of the loan servicing department and as such, plans, coordinates, and directs the activity of the other subordinates.

Duties

As a Supervisory Loan Specialist (Loan Servicing Department Manager) at the GS-1165-14, some of your typical work assignments may include: Serves as a technical expert for internal/external customers, senior leaders, and employees of the COVID Economic Injury Disaster Loan Servicing Center (CESC). Assigns work, designates priorities, and ensures, through supervisors and leads, that deadlines are met. Reviews and recommends action as appropriate on loan compromise recommendations where settlement for less-than-the-amount-due is in the best interest of the Agency. Directing the Center management in its planning, development, coordination, and evaluation of the COVID Economic Injury Disaster Loan Servicing Center (CESC) Disaster Loan Servicing and Liquidation activities in the Center. Trains and develops supervisory, lead, and lower-graded loan specialists and team members. Identifies, recommends, forecasts, plans, and arranges for in-house, on-the-job, and vendor-operated training needs and courses. Develops performance objectives, evaluates and rates the performance of subordinate supervisors, and functions as a second-level reviewer and approver for lower-graded employees. IMPORTANT NOTES: This is a Permanent position, which is a competitive service position with a full-time work schedule. The COVID EIDL Servicing Center (CESC) Ft. Worth, TX location is conveniently located near the Dallas-Fort Worth International Airport and DART/TRE Station. In addition, employees are eligible to apply for transportation subsidy to utilize the local DART/TRE bus/rail transit system. Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date. Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).

  • You must meet time-in-grade requirements by the closing date, if applicable.
  • A one-year supervisory probationary period may be required.
  • This position is not included in a bargaining unit.

Qualifications

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy). Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement. Time-In-Grade Requirement: GS-14: Must have held grade GS-13 for 52 weeks Specialized Experience (for positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank, or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate ALL the following: Supervising or leading employees involved in loan making or loan servicing; and Planning, managing, coordinating, and/or evaluating aspects of loan making or loan servicing program delivery; and Analyzing and making recommendations or decisions in areas such as workload distribution and staffing requirements; and Maintaining quality assurance for aspects of an organization such as providing guidance/interpretation, as well as ensuring compliance with federal or agency rules and regulations; and Planning, assigning, and/or reviewing employees' work directly or through subordinate supervisory staff.
