You will serve as a Supervisory Loan Specialist for the Small Business Administration (SBA), Processing and Disbursement Center - PDC, Processing and Disbursement Center - PDC in Fort Worth, Texas. The incumbent is responsible for supervising subordinate Loan Specialists and related support staff performing loan processing work.

Duties

As a Supervisory Loan Specialist at the GS-1165-13, some of your typical work assignments may include: Monitors the quality of all loan processing work, including risk review, within the unit for adherence to laws, regulations and established procedures and standards. Develops, implements, and maintains policy and procedural training materials associated with all aspects of disaster loan processing within the Department. Develops performance standards and evaluates the performance of all subordinate employees. Recommends policies, guidelines and procedures for disaster assistance functions within the Department. Assists in planning, directing, managing, supervising, coordinating, and evaluating all aspects of loan application processing. IMPORTANT NOTES: THIS POSITION IS REQUIRED TO REPORT TO THE FORT WORTH OFFICE AND MAY BE ELIGIBLE FOR AD HOC TELEWORK. This is a Permanent appointment in the competitive service with a full-time work schedule. Employee's residing within commuting distance of the PDC may be required to physically report to the PDC five days per pay period or more often as determined by Department Management. Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to twelve hours a day). Worth, TX location is conveniently located near the Dallas-Fort Worth International Airport and DART/TRE Station. In addition, employees are eligible to apply for transportation subsidy to utilize the local DART/TRE bus/rail transit system.

Requirements

  • U.S. citizenship is required.
  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • You must meet time-in-grade requirements by the closing date, if applicable.
  • A one-year supervisory/managerial probationary period may be required.
  • You may be required to complete a one-year probationary period for non-supervisors if you fail to complete the one-year supervisory/managerial probationary period.
  • This position is not included in a bargaining unit.

Qualifications

Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. or Specialized Experience: Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: Making decisions to approve or decline residential and business loans; Evaluating credit reports to determine credit worthiness of individuals and businesses; Analyzing Federal tax returns and financial statements such as profit and loss statements, balance sheets and business plans to determine repayment ability for individuals and business loan applicants; Evaluate assets to determine best available collateral such as real estate and general security interest to secure a loan; Leading or supervising projects, or a team of employees. It is available for your review on OPM's Qualifications web site: Loan Specialist Series 1165 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 11/18/2024.
