The primary purpose of this position is to serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling contractual. financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.

Duties

Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test and logistics. Reviews and directs the progress if contractors in meeting program objectives. Represents the organization at executive levels within the Government and to contractor/industry representatives. Prepares, presents, defends, and interprets staff studies to the Program Director and/or other management officials. Development of Self and Organization

  • This is an acquisition coded position. Selectee must complete required certification level 2 in (Program Management) within 24 months of assignment.
  • The employee must meet or be capable of meeting, Defense Acquisition Work Improvement Act (DAWlA) requirements applicable to the duties of the position
  • The work requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft.
  • Employee may be required to work overtime.
  • Employee is expected to meet Continuing Acquisition Education requirements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes comprehensive ability to interpret and implement principles, polices, and practices of systems and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems and equipment; provide functional personnel support and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction; skill to plan, organize, and direct teamwork, and to negotiate effectively with management; ability to gather and analyze a variety of program information, make sound judgments concerning program progress. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws. principles, policies. and practices o( s;-stems acquisition and program management. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Knowledge of Ute missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with. and/or influence the systems acquisition process, Ability to communicate-both orally and in writing, clearly, concisely; and with technical accuracy Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to plan, Organize. lead. and manage critical aspects of research development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
